The Uttar Pradesh government has decided to decentralise the implementation of schemes meant to promote inter-caste and inter-religion marriages in the state. The state cabinet today approved a proposal for an amendment in the UP Inter Caste/Inter Religion Married Couple Rules 1976.
With the amendment,the reward for couples will be distributed by divisional commissioners,on recommendations from the district magistrates. Earlier,the reward and other financial benefits for such couples were given by the National Integration department of the state government,on recommendations from the district magistrate. The reward includes a cash prize of Rs 10,000,a citation and certificate and allotment of residential plot on priority basis.
For promoting the participation of farmers in the management of canals,the cabinet also approved a proposal for the amendment in the UP Participatory Irrigation Management Rules 2010,under the UP Participatory Irrigation Management Act 2009.
The Act provides for the constitution of water users committees comprising farmers at the minor canal level. The state government will refund 60 per cent of the user charges to the committee for maintenance of canals and also provide honorarium to its office bearers.
With the amendment in the rules,the tenure of the office bearers of the committee,including president,secretary and treasurer has been fixed at 2 years,while the tenure of the committee will be six years. The office bearers will be elected by the general body of the committee.
The cabinet also approved the wheat procurement policy for the Rabi season 2009-10. This will be the first procurement of wheat after the abolition of the decentralised food grain procurement policy,or the abolition of the state pool of food grains.
As many as eight agencies of the state government will procure wheat from farmers at the Minimum Support Price (MSP) of Rs 1,100 per quintal and hand over the stock to the Food Corporation of India (FCI). The farmers will receive the payment for their agriculture produce from the agencies of the UP government,which will be refunded by the FCI to the state government in two to three weeks.
The government has also permitted bulk purchasers from private sectors to procure wheat from farmers,subject to certain conditions.
