The State Human Right Commission (SHRC) directed the state government to order an inquiry into a triple murder case that took place in Lucknows Thakurganj area in January,2010. The SHRC issued the order based on a complaint filed by one Shaheen Parveen she lost her father Rajab Ali,mother Jahida and minor daughter Sana Parveen in the incident in which she alleged that the police never took action against the suspects she had named.
Shaheen also questioned the police theory that the crime was carried out by two youths, one of who Pawan was killed by police killed in an encounter a few days later. Her story corroborates the claims made by Pawans parents that their son was innocent and shot by the police in cold blood.
Incidently, the commission had ordered an inquiry by CB-CID into Pawans encounter in July last year and asked it to submit the report in six months, but the government has not made any progress in this regard. In the case of triple murder, the commission has asked for the report of the inquiry by August 23.
Shaheen hints that the postmortem reports of the three victims indicated that the primary object of the assailants was to commit the murder and not loot,as claimed by the police. The police had, however said that they had recovered jewellery and other articles from Pawan and his accomplice Raj Kumar. Kumar is currently lodged in Lucknow jail.
In her statement before the commissions inquiry committee,Shaheen said the Station House Officer of Thakurganj police station had called her brother Parvez Siddiqui to the police station and told him that one Raj Kumar had confessed to his involvement in the crime, but as nothing was recovered from him he would be acquitted.
The SHO demanded some articles from Parvez which he could show as the looted items. She,therefore, she gave a wrist watch,a pair of spectacle,a bag and some artificial jewellery to the police.
Later,Shaheen started suspecting the involvement of her brother Zubairs wife Shabnam and others behind the murder. She told the SHRC that she told the police about Shabnam but they never investigated in that direction.
Instead the police, she claimed, warned her and told not to approach to the media.
On her complaint, the commission directed DIG of Lucknow to order an inquiry by an SP rank officer whose jurisdiction does not include Thakurganj.
Additional S P AK Gupta, who conducted inquiry, found that Shaheen Parveens brother Parvez Siddiqui suspected the involvement of her sister-in-law Shabnam and some of her relatives.
However, the inquiry team said Raj Kumar had confessed that he along with Pawan had committed the crime with the help of a third person.
The report also stated that role of Pawans father Ram Babu in the crime later came to light and the police filed chargesheet against him. Ram Babu is now absconding, said the inquiry.
