Ashok Kumar Singh (40) was shot in the head. For over a month,he has been undergoing treatment at the Trauma Centre.
But the Shahjahanpur police have recorded the incident as a non-cognizable offence under Sections 323 (causing hurt),504 (insult) and 506 (criminal intimidation). Ashoks younger brother Narendra Kumar went twice to the police station and requested them to register a proper case,but every time I was told to compromise with the assailant.
Now,he has moved the court of the Chief Judicial Magistrate of Shahjanpur for registration of a case under Section 308 against village pradhan Kaushal Kumar Singh and three others.
Ashok,a resident of Nibau Nagla village under Allahganj police circle,had alleged that the pradhan attacked him because his younger brother,Maheen Singh,had filed complaints twice with the district administration,alleging irregularities in the implementation of the National Rural Employment Guarantee Scheme by the pradhan.
The SDO (Panchayat) of Jalalabad Lallan Singh confirmed that Maheen had filed complaints and he had completed the inquiry and submitted the reports to the district magistrate. The first complaint was filed in November 2008 and the second this July, said Lallan Singh.
According to Ashok,on August 20,he had an argument with the pradhan and two others over a petty issue. The next day,he was attacked.
He was taken to the district hospital,from where he was referred to Trauma Centre. The doctors removed the bullet and his condition is now stable.
The former in-charge of Allahaganj police station,Anil Verma,said during investigation it came to light that Ashok and three others had consumed liquor in the village. They later clashed,in which Ashok got injured, said Anil Verma.
Asked why it was made a non-cognizable offence when Ashok had been shot in the head,Verma said the medical report from the Shahjahanpur district hospital did not mention any bullet injury.
Sub-Inspector Ali Ahmed Ansari,who is investigating the case,confirmed that Narendra Kumar had moved court,which had fixed September 29 for the order. The application names the pradhan,his son Amit Singh and two locals Ram Khilawan and Shukhpal.
Today,I met Ashok at the Trauma Centre. The doctors informed me that he had received a bullet injury. I asked them to provide a medical report, said Ansari. Shahjahanpur Superintendent of Police Krishna Mohan said he has ordered an inquiry.
