Ghazipur admin seeks action against CHC superintendent after video of ‘argument’ with MLA

A DAY after a video purportedly showing a confrontation between a Uttar Pradesh MLA and the superintendent of a government community health centre went viral, the Ghazipur District Magistrate (DM) has asked the Chief Medical Officer (CMO) to initiate disciplinary action against the doctor.

The incident happened at the community health centre in Jakhaniya, where MLA Bedi Ram, of the Suheldev Bharatiya Samaj Party (an ally of the BJP), had gone for an inspection.

The video shows the MLA purportedly accusing the centre’s superintendent, Dr Yogendra Yadav, of “mismanagement, poor hygiene and forcing patients to buy medicines and tests from outside.” The MLA also accuses Dr Yadav for “working as per the Samajwadi Party’s intent.”

In the footage, Dr Yadav seems visibly upset as he leaves his room and is purportedly heard saying, “I have seen many MLAs like you coming and going.” Such a remark, the district magistrate said, violated the code of conduct for public servants.

“I have seen the video,” Ghazipur DM Avinash Kumar told The Indian Express on Saturday. “The MLA has been asked to submit a written complaint. But I have asked the CMO to take action against the doctor. He is not supposed to speak like this to a public representative and that violates the code of conduct.”

When contacted, Bedi Ram told The Indian Express, “I had regularly been receiving complaints from locals about not getting basic medical attendance at the CHC, purchasing medicines from outside, tests being done from outside, no proper arrangement of distribution of meals from the hospital kitchen, etc. To check all this, I reached the CHC on Friday afternoon and found the complaints true. I found dirty linen on beds, locks at washrooms, litter strewn about inside and on the campus. The patients complained against a doctor for taking money from him.”

Bedi Ram alleged that he also saw the superintendent with his feet on a chair, when he went to check on him. He also alleged that the attendance register did not have any information regarding the present/absent status of the doctors and the employees.

Asked about his verbal exchange with the superintendent, Bedi Ram claimed: “He is not working as per government instructions and I have information about his affiliation with opposition leaders. He has been posted at this CHC for nearly 12 years.”

Despite repeated attempts to contact him, superintendent Dr Yadav was unreachable for comment.
