The CBIs closure report on the death of former Deputy CMO Dr Y S Sachan inside Lucknow Jail has quoted the board of AIIMS doctors which rejected the opinion of the panel of Lucknow doctors who had conducted the autopsy about the nature of wounds.
The AIIMS doctors said that all eight injuries found on Dr Sachans body were superficial and muscle-deep,suggesting these were hesitation wounds inflicted by himself.
In support of its claim about hanging as the cause of Dr Sachans death,the CBI has also referred to the opinion of Dr M S Dahiya,deputy director at FSL Gandhi Nagar,Gujarat,and who had also examined the place of occurrence at Lucknow jail.
According to the CBI,Dr Sachan first attempted to kill himself by inflicting incised wounds by using half-blade on those parts of his body where arteries and veins are situated. However,the wounds did not cut any major artery or vein,causing very slow bleeding.
Dr Sachan was apprehensive that the delay in death may lead to survival if anybody noticed him,therefore he resorted to hanging as he knew that asphyxia was a faster mode to cause death,the report said.
Dr Sachan then sat on the commode,applied a slipping knot using his belt and hanged himself. The CFSL team from CBI Delhi had collected four strands of hair from the ventilator of the toilet. The DNA test confirmed that these were Dr Sachans hair,corroborating that he himself had tied the end of the belt to the ventilator.
Besides,the CBI has said that the presence of clotted blood on the fingertips of Sachans right hand also indicated self-infliction of wounds. The lab report too confirmed that the half-blade recovered from the spot was used to inflict the wounds.
The examination of the spot also confirmed the suicide theory as dripping of blood on the side wall of the toilet,the presence of blood drops in the washbasin and tricking of blood on the arms and legs of the deceased indicated that Dr Sachan was standing or walking while he was bleeding.
In order to rule out murder and defending it as a case of suicide,the CBI has mentioned in the closure report that scanning of footage of 62 CCTV cameras installed in jail and its hospital did not show movement of any suspicious person. No evidence pointing towards the presence of a second person in the toilet came on record.
No drug,poison,sedative or tranquiliser was detected in the blood of Dr Sachan and the doctors conducting autopsy also did not notice any symptom of poisoning.
No inmate or jail staff had seen anybody taking Dr Sachan forcibly to the first floor of the jail hospital where his body was found. There was no sign of struggle mark and splattering of blood on the spot or the walls of the toilet,suggesting the wounds were self inflicted.
The report also mentioned that no cut mark was found on Dr Sachans clothes,including his underwear,and inaccessible body parts.
The CBI report also said that Additional Chief Judicial Magistrate Preeti Srivastava had inspected the jail and the hospital the day Dr Sachan died and noticed nothing unusual. The jail officials and the staff were busy that day in the inspection.
The CBI report has also said that evidence has come on record that Dr Sachan had been alleging that former CMO Dr AK Shukla was not being arrested and only he was being targeted.
Special Judicial Magistrate Neelkant Mani Tripathi issued notice to the complainant Malti,wife of Sachan,on the report while fixing October 16 as the next date of hearing.
