With an eye on 2012 assembly elections in Uttar Pradesh, the Congress is drawing up a plan to combat the ruling BSP over the next three years.

The outline of the strategy have been decided after two days of discussions in Delhi, involving AICC general secretary Digvijay Singh,AICC secretaries Parvez Hashmi and Avinash Pandey,CLP leader Pramod Tiwari and state Congress president Rita Bahuguna Joshi.

A report on the discussions has been presented to the party high command and its response is awaited, said party sources. The roadmap has been prepared with three things in mind — internal party elections in UP which are due in 2010,the upcoming by-elections and the assembly polls in 2012. The strategy lays down the issues the party should raise and the manner in which these should be raised.

Party sources said the strategy will be discussed with the parliamentarians and legislators from the state on July 25,when a function is being organised to felicitate the newly-elected members of the Lok Sabha. On August 4,it will be placed before the Coordination Committee.

Rahul Gandhi had given his consent to attending the programme, but may not attend as Bill Gates will be awarded the Indira Gandhi Award of Excellence in Delhi the same day. “The coming week will be devoted to strategy planning,” said Rita Bahuguna Joshi. “We want to work at a fast pace as things are becoming worse by the day in terms of governance and law and order,” she said.
