Distinctly unhappy with the Calcutta High Court ordering panchayat elect ion three phases,state panchayat minister Subrata Mukherjee said some of the conditions laid down by the court to hold the panchayat polls were not tenable and the state will move the division bench of the Calcutta High Court to challenge the verdict.
The verdict is impractical and would help those who were not keen on having the panchayat polls in the state on time. How can the state government arrange for 400 observers for the panchayat polls and also arrange central security forces by tomorrow.
These are absurd conditions and the state will have no other option but to move the upper court, said Mukherjee.
For the impasse Mukherjee however blamed not only the State Election Commission but all the opposition parties including the CPIM,the Congress and the BJP who went to the court for,among other things,an early settlement of the issue.
We are not saying we will not obey the order. We are just saying it is not possible for us to implement the order. It is an infringement into the powers of a state government in a federal structure. It will only fulfill the evil designs of those who are not interested in panchayat elections to be held in time.”
“Look at what the court has said. They said we will have to provide a list of 400 observers by tomorrow. How is it possible because tomorrow and day after tomorrow are holidays. They have also said that we will have to give a list of security personnel who will be deployed and after that they will declare how many phases the election will have. Now unless you know how many phases the election will go through how do you arrange for police. This verdict will benefit those who do not want smooth functioning of the local self government,” Mukherjee said at his office at Writers’ Building.
He once again said the delay in holding the elections will trigger a constitutional crisis for which the people of the state will have to pay a price. ”Funds will be stopped and all developmental works will come to a standstill. And the state government will not have much to disregarding this,” Mukherjee further said.
After the verdict was passed Mukherjee,along with panchayat department secretary Saurav Das met chief minister Mamata Banerjee and had a meeting with her.
