Enclave panel to move SC against govt

The Bharat-Bangladesh Enclave Exchange Coordination Committee (BBEECC) — a joint platform of India and Bangladesh — have decided to move the Supreme Court for redressal.

Frustrated over continued opposition to exchange of enclaves by the Trinamool Congress government,the Bharat-Bangladesh Enclave Exchange Coordination Committee (BBEECC) — a joint platform of India and Bangladesh — have decided to move the Supreme Court for redressal.

The BBEECC this week also gave a deputation to the district magistrate of Cooch Behar district,where most of the enclaves are located,demanding immediate implementation of the international treaty that will empower nearly 58,000 stateless people with a definite nationality.

It is almost a fait accompli now that the treaty signed between India and Bangladesh in September 2010 will not be ratified by Indian Parliament during the current session. The matter got stalled mainly because of stiff opposition by Trinamool Congress MPs and the Asom Gana Parishad MPs – both of whom stated in Parliament this week that they will not allow the exchange of enclaves as it entails loss of land. If the enclaves are exchanged,West Bengal stands to lose about 10,000 acres of land to Bangladesh.

The BBEECC,however,argues that West Bengal cannot use the enclave lands as it was in “adverse possession” of either countries,so the lost of land is just “notional”.

The state actually stands to gain usable land of 7,000 acres if the treaty is implemented,said Diptiman Sengupta of the BBEECC. “So the opposition to the enclave exchange by the West Bengal government is more of a political gimmick,” he said.

The BBEECC has also set up a cyber cell to mount a campaign for the implementation of the treaty.
