(Express photo by Tashi Tobgyal/File)The New Delhi Municipal Council (NDMC) was ranked at number 7 – two notches higher than last time – in the ranking of top 10 cities with a population of more than 1 lakh at the Union Ministry of Housing and Urban Affairs-organised Swachh Survekshan Awards – 2023 held at Bharat Mandapam Convention Centre Thursday. Meanwhile, the Municipal Corporation of Delhi (MCD) received a national ranking of 90 amongst cities with more than 1 lakh inhabitants.
In the city report card released under the Swachh Survekshan (survey), the NDMC received 99% score in door-to-door collection of waste; 87% in source segregation; 100% in waste generation vs processing and remediation of dumpsites, cleanliness of water bodies and public toilets; and 93% in cleanliness of residential and market areas.
The NDMC was also ranked at number 3 in the list of capital cities after Bhopal and Vijayawada at number 1 and 2 respectively, and a 5-star Garbage Free City (GFC) rating. The star rating conditions are based on 25 key parameters across the solid waste management spectrum.
“Proud moment! NDMC secured Rank 7 in All India Clean City category. Moved 2 rank up from Rank 9 to Rank 7. NDMC also got 5 star garbage free city and the cleanest city within Union Territory in Swachh Survekshan 2023 award. Next year, NDMC will strive to be in the top three cities,” the NDMC, which comes under the Central government, said in a tweet on X.
The award is a recognition of NDMC’s continued efforts to establish excellence in service standards and provide world-class civic amenities to its residents, it said. “The credit for getting the Swachhta awards and ranking goes to the hard work of the entire NDMC team… we have moved two ranks since last year from number 9 to number 7. We need to continue with dedication and focus to improve to provide best all-round services to New Delhi. Next year, we should strive to be in the top three cities,” NDMC chairperson Amit Yadav said.
Meanwhile, the MCD received a 71% score in door-to-door collection, 100% in source segregation, 86% in waste generation vs processing, 38% in remediation of dumpsites, 59% in cleanliness of residential areas, 100% in cleanliness of water bodies, and 97% in cleanliness of public toilets.
The MCD has also bagged the Open Defecation-Free ++ (ODF++) status in the national ranking of the Swachh Bharat Mission (Urban). In addition, MCD has also achieved a 1-Star Garbage Free City (GFC) rating. This is the first time MCD has received both the GFC 1-Star Rating Certificate and the ODF++ certificate. The civic body was ranked at number 28 in the ranking of million plus cities, and 1 star GFC rating along with 382 other cities.
Delhi BJP said that under Arvind Kejriwal’s regime, Delhi’s sanitation services have gone down to the worst level, adding the results of the survey have “disappointed” Delhiites.
MCD is helmed by the Aam Aadmi Party (AAP), which wrested control from the Bharatiya Janata Party (BJP) in 2022. This is the first time a unified MCD has taken part in the central government’s annual cleanliness survey, after the three civic bodies, which existed earlier, were unified again into a single entity in 2022.
“It is shocking to see that…the national capital has ranked 90th…Shockingly, in the residential market area cleaning category, MCD has scored 59% which means hardly 59% of garbage is removed from streets…Similarly, the survey says MCD does waste & garbage collection only in 71% of Delhi which shows that 29% of Delhiites are forced to throw the waste & garbage on open roads,” Delhi BJP President Virendra Sachdeva said.
The mayor’s office said the MCD was in a worse condition during the BJP rule, while raising questions at the ranking system. “Experts associated with MCD say that Delhi’s ranking among cities with a population of more than one lakh is 90, but it is not possible to compare the improvement in Delhi’s sanitation system with this. Because in the Swachh Survekshan 2022, the ranking of cities with population of one lakh to 10 lakh and cities with population of more than 10 lakh was released separately,” it said.
“MCD will have to be compared with the ranking of cities with a population of more than 10 lakh,” it added.
