Panel for reforms in Delhi University admissions

Wants more flexibility in course selection for SC/ST candidates,online registration suggested.

Online registration for all applicants,more flexibility in course selection for those seeking admission to seats reserved for SC/ST students and revision in Sports Quota admission guidelines — these were some of the recommendations that have been agreed upon by a 16-member committee deliberating on reforms to be made to under-graduate admissions at Delhi University.

The ‘high-powered committee’,comprising college principals,was instituted by the University in November last year to review changes made to under-graduate admission procedures in 2011 and make recommendations. It met for the seventh time on Tuesday and came to a consensus on key points,which will be incorporated into a draft report to be tabled before the members on February 16. A final report will be prepared after this.

The committee reached a consensus on issues including need to bring back registration of students prior to admission so that colleges have dates available with them before cut-offs are prepared.

“After reviewing last year’s admission process,the recommendation is to have a central online pre-registration of candidates. We’ll have to engage an external agency for this,” said Dr Deepak Malhotra,Chairman of the Committee and Principal of Dyal Singh Evening College.

To facilitate online registration for students with no access to internet,the committee plans to recommend the setting up of facilitation counters in colleges.

During last year’s admissions,the University had scrapped pre-registration and allowed students to walk in to colleges whose cut-offs they matched for admission.

Another recommendation of the committee is aimed at bringing in more flexibility for SC/ST students allotted seats through a centralised registration process. “We are going to suggest that even after students are allotted a course and college by the University,they be given flexibility to choose another course at the college-level if they so wish to,based on the availability of seats in the college,” the Chairman said.

The committee has also agreed that a review of sports quota admission guidelines is in order,along with the drawing up of guidelines for admissions in ECA (Extra Curricular Activities) category. Last admission season,the University’s sports quota admission guidelines had drawn criticism form college Physical Education departments who had complained that they were unscientific and gave undue weightage to certificates,over performance during trials.

“Sports quota admissions should remain with colleges but we’re going to recommend that the sports council revisits some of the guidelines and issue clear policies on the kind of certificates to be considered and weightage to be given to certificates and candidates’ performance in trials. ECA admissions currently have no guidelines,we are recommending that there be guidelines,” Dr Malhotra said.

The committee will submit its recommendations to the University in the first week of March.
