Highway operator under the scanner

The Delhi-Gurgaon Super Connectivity (DGSC) highway,along with the NHAI and consultancy firm Rites,is being investigated by the Monopolies and Restrictive Trade Practices Commission for allegedly setting toll charges on wrong projections of vehicle movement and service deficiency.

As per investigation by the Director General of Investigations and Registration,the Commission’s probe unit,DGSC (formerly Jaypee DSC Ventures) has not completed certain basic amenities on the 27.5-km Delhi-Gurgaon stretch and is still operating on a temporary completion certificate.

The DGIR stated in its report: “It is evident the traffic analysis submitted by the DGSC to NHAI and Rites was very under-projected and… the toll fees to be charged in 2020 are being charged now,for each category of vehicles.”

(The DGSC is a special purpose vehicle promoted by DSC Ltd,a joint venture in which it has over 90 per cent stake. DSC Ltd is responsible for its operation and maintenance.)

“The DGSC has adopted a… method that amounts to unfair trade practice,” the DGIR said.

Slamming the NHAI for issuing a toll notification based on under-projected figures,the report stated: “It is evident that the NHAI has influenced the notified toll charges (in a manner that resulted) in undue gains to DGSC at the cost of the public at large.” The report stated the DGSC’s estimated projection was 56,416 vehicles in 2006,78,711 in 2011,1,08,224 in 2016 and 1,85,258 in 2025. However,after examining documents,it found that around 1,33,808 vehicles used the toll plaza on the Delhi-Haryana border at Siroli and 48,693 in Kherki Daula in June this year.
