After SC order, here’s how Delhi govt plans to sterilise, vaccinate stray dogs

The Delhi government is set to launch a large-scale sterilisation and vaccination programme for stray dogs, with plans to convert 24 of the 78 state-run veterinary clinics into dedicated centres for the initiative, officials said.

This follows the Supreme Court modifying its earlier order on confining stray dogs in Delhi-NCR to dedicated shelters. It has directed that these dogs be returned to the area from where they were picked up after sterilisation, deworming, and vaccination, in accordance with the Animal Birth Control (ABC) Rules, 2023.

Officials said Development Minister Kapil Mishra has held multiple meetings to discuss the details of this project with officials concerned from the department and veterinary clinics.

According to a senior government official, “The ABC Rules are not being implemented properly. Also, there is no data on how many dogs are vaccinated or sterilised on a daily or monthly basis, or even year-wise. Thus, there is a need for structural reforms in the city. The government will study how the ABC Rules have been implemented in other cities, states and countries to come up with a comprehensive model to monitor the situation on the ground.”

Officials said they will specifically study how Lucknow has successfully implemented and monitored the ABC Rules.

Officials said the government will soon appoint a consultant to analyse veterinary hospitals and clinics that can be converted for the sterilisation programme.

The government is also planning to come up with a new policy, with a standard operating procedure (SOP), for the initiative. “The plan is to set up a centre equipped with the necessary machines, equipment, and space. The policy will include comprehensive guidelines on sterilisation — covering procedures, required equipment, as well as pre- and post-care treatment,” said a senior official.
The official said private veterinary hospitals or clinics equipped with pre- and post-care equipment and facilities for sterilisation will also be empanelled under the upcoming initiative. Mishra will also hold a meeting with the private hospitals today in this regard, said officials.

Besides, the government is planning to invite NGOs and animal lovers to participate in the campaign. “Manpower is an issue. We will invite animal and dog lovers to volunteer in the mass sterilisation programme at both government as well as private veterinary hospitals once the policy is finalised,” said officials.

Last week, Chief Minister Rekha Gupta directed officials not to take any “harsh action” against stray dogs.
