The East Delhi civic administration has decided to issue “passbooks” to the people to maintain a record of their property tax payments. At present,the three municipal corporations North,South and East provide paper receipts.
Councillors in East Corporation’s Standing Committee said the passbook plan was brought up after it was noticed that receipts often get lost or torn and people find it difficult to keep the bundles of paper in an organised manner.
BJP councillor Mahindra Kumar Ahuja,who moved the proposal,said: People receive receipts of every kind. Keeping record of all these receipts is difficult and,hence,people tend to misplace them. This leads to harassment,which can be stopped if we issue a record book on the lines of bank passbooks.
Though the civic agencies maintain record books where all payment entries are carefully written down,but officials often ask people to produce receipts whenever there is a discrepancy,sources said.
Passbooks will also be issued to shopkeepers in East Delhi. Shop or stall owners will be required to bring their passbooks when they submit their licence fee or payment for renewal of licence, Ahuja said.
Civic officials said passbooks would increase efficiency and transparency in the system. This will ensure that people are not harassed and details about old payments can be readily checked, East Delhi Municipal Commissioner Sajjan Singh Yadav said.
