The Prime Ministers new initiative service level agreements or SLAs that seeks to bring more accountability in the governments public dealings,will kick off with an existing Delhi project as its first model.
Through the SLAs,the Prime Ministers Office (PMO) has decided to provide government services,like issuing ration or voter identity cards,within a stipulated time. Any officer found lazy on the job will have to pay a penalty from his salary.
The Delhi government has agreed to implement the SLAs from next April and Project Jeevan will be the new initiatives starting block.
The state governments Project Jeevan is a single window interface between the government and citizens for nearly 45 services largely the payment of various utility bills like electricity,power and water. Started in January 2008,the project is operational through 260 kiosks set up across the city where citizens pay bills,property and even income tax. Rail tickets can be booked too.
Principal Secretary,Information and Technology,Savitur Prasad told Newsline: We made several presentations to the PMO on the services provided by Project Jeevan. They were impressed to see the progress made.
The figures provided by the Information and Technology department show transactions to pay water and electricity bills top the charts. Transactions of nearly Rs 76 lakh are made through the Jeevan kiosks every day,department sources said.
While Project Jeevan is only running through kiosks,Prasad said the government has asked the department to put the system online. He said the IT department has so far monitored the delivery mechanism of these services manually. The PMO has asked us to switch to a web-based monitoring system. We shall do that too, he said.
Prasad also said Chief Minister Sheila Dikshit is pushing for at least 1,000 Jeevan kiosks in the city. There will soon be 520 kiosks offering 104 services,sources said.
The government is also coaxing the municipal bodies to issue birth and death certificates from here.
Chief Secretary Rakesh Mehta told Newsline from Copenhagen: Yes,we did make a presentation. The PMO has liked the project and has asked us to develop a model for other states. We have identified services for this model. All our services will become electronic from April 1. We shall see how the project unfolds before adding more services.
