CBI gives clean to retired SP, files cancellation report

Retired Chandigarh Police SP Roshan Lal has been given a clean chit by the Central Bureau of Investigation (CBI) in a two-year-old case related to the alleged sharing of a woman’s mobile tower location.

The agency has filed a cancellation report in the special CBI court of the Judicial Magistrate, Neelam, stating that no incriminating evidence was found against then SP Roshanlal or Inspector Pavnesh Kumar, who was posted in the police communication wing at the time.

The FIR against the two officers was registered by the CBI in 2024 following allegations that the tower location details of a woman and her husband were unlawfully accessed and shared with the accused in a separate molestation case. After a prolonged investigation, the agency concluded that their involvement could not be substantiated.

The court meanwhile on the cancellation report of CBI has issued notice to the complainant, giving her an opportunity to present her stand on the cancellation report. The matter is scheduled to be heard on March 30.

According to official records, on November 23, 2020, the woman had approached the SSP, alleging that an unknown person was tracking her and her husband’s mobile phones, causing them mental distress. The SSP ordered a departmental inquiry, which was conducted under the supervision of the DSP (Crime).

During the inquiry, it was alleged that Pavnesh, acting on the instructions of SP Roshan Lal, had shared the mobile tower location data with a third party.

Following this, departmental action was initiated against both officers and the case was subsequently transferred to the CBI. The agency registered an FIR under Sections 420 and 120-B of the IPC and provisions of the Indian Telegraph Act, 1885. However, the agency later found no material evidence to support the allegations.
