The campaign song was launched last week. (Express Archive)The Office of the Chief Electoral Officer of Delhi has raised objections to the lyrics and visuals used in the Aam Aadmi Party’s (AAP) election song ‘Jail ka jawaab hum vote se denge’.
In response to AAP’s application seeking permission to use the song and the video, the Media Certification and Monitoring Committee (MCMC) of the office has raised eight objections and asked the party to make changes to its song and resubmit it for certification.
Here are the objections raised:
1. The phrase ‘Jail ke jawaab me hum vote denge’ shows an “aggressive mob” holding a photo of Delhi Chief Minister Arvind Kejriwal’s behind bars. The committee said this “casts aspersions on the judiciary”. The MCMC also said that the phrase appeared several times in the advertisement and contravened provisions of ECI Guidelines dated August 24, 2023 and Rule 6 (1(g) of Programme and Advertising Codes prescribed under the Cable Television Network Rules, 1994. The rule states that any programming that contains aspersions against the integrity of the President and Judiciary shall not be carried in the cable service.
2. The committee’s second objection is that the phrase ‘Tanashahi party ko hum chot denge’, alongside a clip showing the protesters and police clash “apparently incites violence”.
3. It says the phrases ‘gundagardi ke khilaf vote denge’ and ‘tanashahi karne wali party ko hum chot denge’ with a clip showing former Delhi deputy chief minister Manish Sisodia being escorted by the police. “The words and the clip tend to present the picture of police in bad taste. It thus casts aspersions on the working and defamatory and slanderous remarks for the police,” the communication states.
4. The phrase ‘Awazein khilaf thi jo sabko jail me daal dia, bas unko hi bahar rakha jisne inko maal dia. Itna lalach, itna nafrat, bhrashtachari se mohabbat’ has been flagged “slanderous remarks”. “It is a criticism of the ruling party on the basis of unverified facts and also casts aspersions on the judiciary,” it said.
5. The phrase ‘Gundo wali party chodo’ shown with pictures of other political party leaders along with their party symbols has also been flagged as “slanderous remarks addressed to the other parties and their leaders”.
6. The communication states that the phrase ‘Tanashahi party ko hum chot denge’ the video clip showing “aggressive mob clashing with the police” shows “criticism of the ruling party on the basis of unverified facts”. It added that the phrase is repeated several times “which is objectionable”.
7. The communication stated that the phrase ‘Jail ka jawaab hum vote se denge’ is missing from the submitted transcript.
8. The phrases ‘Jail ka jawaab hum vote se denge’, ‘gunda gardi ke khilaf vote denge’ and ‘Tanashahi karne wali party ko hum chot denge’, the committee said, was in contravention of para 2.5 (d) of Programme and Advertising Codes ECI Guidelines dated 24.08.2023 and rule 6(1) g) prescribed under the Cable Television Network Rules, 1994. Paragraph 2.5 (d) of Programme and Advertising Codes ECI Guidelines talks about certifying political advertisements, and says that ads criticism of other parties or their workers on behalf of unverified allegations or distortions should not be passed.
