University committee flags plagiarism in selection process for Haryana college principal

Report finds over 10% similarity in six research papers submitted by the principal for assessment

A committee from Maharshi Dayanand University (MDU), Rohtak, has informed the Punjab and Haryana High Court that six out of ten research publications submitted by Dr Naresh Kumar, in his application for the principal position at G.G.D.S.D. College in Palwal, Haryana, show a similarity/plagiarism index exceeding the permissible 10 percent.

The status report was presented in an affidavit by MDU Registrar Professor Gulshan Lal Taneja to Justice Tribhuvan Dahiya’s bench, which is hearing a petition filed by Dr Yogesh Kumar Goyal. Dr Goyal’s petition, filed through counsel Rahul Sharma, challenges Dr Naresh Kumar’s appointment as principal, claiming that he does not meet the required qualifications, alleging plagiarism in eight of Dr Naresh’s eleven published research papers.

Following a directive from the court, which asked the Haryana state and the university to investigate allegations of plagiarism in Dr Naresh’s research submissions, MDU’s Vice Chancellor appointed a committee. This committee evaluated Dr Naresh’s publications using both ‘Checker X’ software and the university library’s ‘Drillbit’ software, finding that six out of ten papers exceeded the permissible 10 percent similarity index under ‘Drillbit’ software.

The committee’s findings, dated October 10, 2024, have received approval from the Vice Chancellor. While MDU has submitted its report, the Haryana state has yet to do so. Both the state counsel and Dr Naresh’s counsel requested additional time to reply, and the case has been adjourned to December 10, 2024.
