PU Syndicate unanimously acquits Josan in BPEd case

Panjab University (PU) had acquitted Dr B C Josan,the suspended principal of DAV College.

Rejecting the inquiry report on the BPEd course submitted by the inquiry officer,retired Justice J S Sekhon,Panjab University (PU) had acquitted Dr B C Josan,the suspended principal of DAV College,Sector 10. Despite the report recommending a heavy penalty on the principal,the decision was taken after the entire Syndicate unanimously supported Dr Josan to be ‘not at fault’ in its meeting today.

The decision is anticipated to further build the case in Dr Josan’s favour in his suspension case,which is to be looked into by the University Registrar. Completing a course without its affiliation was one of the charges in the chargesheet prepared by the DAV College Managing Committee. Surprisingly,while the House claimed that the inquiry officer has no legal sanctity to suggest a penalty on Dr Josan but to only probe the case,the suggestive part made by him for the functioning of the University will be looked into by a committee that has been constituted.

“I had been and will still stand by my defence that I was never at fault in running the integrated BPEd course without its affiliation from National Council for Teacher Education (NCTE). As the course was started by my predecessor,I had only forwarded the students’ request of releasing the degrees. I hope the same will be the verdict of my suspension case pending with the Registrar,” said Dr Josan.

It was said that Dr M L Aeri,the Director Colleges of DAV College Managing Committee who is a PU Syndic,did not contest the report or the verdict by the House. “Though it was objected that he should leave the Senate hall as he was party to the agenda,he was allowed by the House when he assured that he would not interfere in the discussion,” said one of the Syndicate members.

Now,as per Punjab and Haryana High Court orders,Dr Josan’s suspension case is pending with the Registrar. This matter was also raised in the meeting but the Vice-Chancellor assured that the competent authority,ie Registrar,will soon look into the matter after hearing to both the parties — Dr Josan and the Managing Committee.
