PTU ‘hires’ afresh to save illegal appointees

Under the ongoing recruitment process for Punjab Technical University (PTU),the university authorities have regularised the entire clerical staff,whose initial hiring made around 10 years ago was deemed illegal.

Under the ongoing recruitment process for Punjab Technical University (PTU),the university authorities have regularised the entire clerical staff,whose initial hiring made around 10 years ago was deemed illegal. Ninety members,including clerks and data entry operators,were hired without issuing any formal advertisement and the action was deemed to be in violation of the Supreme Court’s verdict that specifically mandates that no appointment can be made to a government/government-funded institution without issuing a proper public notice.

A subsequent inquiry by the state Vigilance Bureau (VB) had also found these appointments to be illegal and had recommended sacking of all those recruited. 

However,PTU is circumventing the existing norms now to regularise these employees. Many of these people have already been issued appointment letters under the new recruitment drive initiated by the university. PTU had recently advertised 200 posts for regular clerical staff. Basic eligibility for these posts was changed multiple times to facilitate the adjustment of the earlier illegal recruitment. This is evident from the fact that of the 217 candidates who were shortlisted initially for these jobs,83 belonged to those whose hiring was termed illegal by the VB. This was all the more glaring because PTU had received a massive 8,000 applications for these 200 posts. 

Of these 83,sources said,50 people have already been issued appointment letters. When contacted,PTU Vice-Chancellor Rajneesh Arora and Registrar H S Bains chose not to comment. Director,Recruitment,R P Bhardwaj said the recruitment was being made on the basis of eligibility. When asked if the reason for multiple change in eligibility requirements was to adjust the earlier appointments,he said: “I am not aware of this.”
