PSPCL transfers 17 engineers, key PSEBEA office-bearers among those shifted

The Punjab State Power Corporation Limited (PSPCL) management Tuesday evening issued transfer orders of 17 engineers, ranging from Deputy Chief Engineer to Senior XEN-level officers. Several key office-bearers of the Punjab State Electricity Board Engineers’ Association (PSEBEA) figure in the transfer list.

Notably, the transfer orders were issued just hours after the PSEBEA wrote a letter to Chief Minister Bhagwant Mann, objecting to the recent amendment in the recruitment and appointment rules for the post of Chairman-cum-Managing Director (CMD) of PSPCL.

Among those transferred is PSEBEA general secretary Ajaypal Singh Atwal, who was posted as Additional Superintending Engineer (Tech-I) to the Director (Distribution), Patiala. He has now been posted as Additional Superintending Engineer (Enforcement-cum-Enforcement & Assessment and Mobile Meter Testing Squad) at Mandi Gobindgarh.

Another key office-bearer, Devinder Kumar Goyal, finance secretary of PSEBEA, has been shifted from his post as Additional Superintending Engineer (Personnel), Patiala, to Additional Superintending Engineer (Enforcement-cum-Enforcement & Assessment and Mobile Meter Testing Squad–II) at Ludhiana.

Similarly, Jatinder Garg, Senior XEN (Distribution System Division), Model Town, Patiala, has been transferred and posted as Senior XEN (Enforcement-cum-Enforcement & Assessment and Mobile Meter Testing Squad) at Sangrur.

The PSEBEA, meanwhile, alleged that the transfers were aimed at targeting active members of the association. It said, however, that the ongoing agitation would continue and that all transferred engineers would join at their new places of posting in compliance with the orders.

The engineers’ association has been holding regular protests since November, following the suspension of Harish Sharma, Chief Engineer, Ropar and Goindwal Sahib Thermal Power Plant, and the termination of Harjeet Singh, Director (Generation). The association has termed these actions arbitrary and part of a pattern of victimisation of engineers raising technical and policy concerns.
