From now on,only a few designated areas will be given to student leaders in Panjab University and colleges to put up their posters,and that too only during election time.

This was ordered by the Punjab and Haryana High Court on Friday during the resumed hearing of a public interest litigation (PIL) arising out of a suo motu notice of the defacement being done in the city and varsity premises. Eleven student leaders,as ordered by the court on the last date of hearing,were present in the court on Friday to explain the allegations of defacement against them.

The eleven appeared after they were granted bail from a lower court. The High Court,earlier this month,had issued non bailable warrants against 11 student leaders.

The student leaders on Friday denied the accusations of defacing the university. Recording their statements,Justice Bindal directed the university to ensure that during election time,only a few designated areas are allowed where posters can be pasted by leaders. The direction will also be applicable to all colleges in the city.

In case of violation,the court has directed the authorities that strict action be taken against the offenders. The court adjourned the case by a month and directed the university and the Chandigarh Administration to file status reports.

The High Court,on May 1,had taken suo motu cognisance of the “violation” of court orders and the undertakings given by the Administration and university to the court.

On June 4,2012,the High Court had taken suo motu notice of a news item that appeared in a local daily,about defacement of property and garbage littered in the City Beautiful.

Cognisance of broken condition of sign boards and disposing garbage on streets was also taken.

After a year-long hearing,the court had disposed of the petition on April 1 with the hope that authorities will honour their undertakings but to no avail.
