A ‘whimsical’ decision by Mayor Ravinder Pal Singh Pali during the House Meet in July has caused a setback to some Municipal Corporation (MC) development projects. At last month’s meet, Pali “deferred” the development agenda items passed at the June meeting. Due to the code of conduct for SGPC elections,the civic body has now sought a clarification from the State Election Commission (SEC) on whether these agenda items can be included at the House meeting on August 29.

The meetings in June and July had been fiery and had seen protests over a number of issues,including booth allotment. In July when the BJP rued that the agenda items were being passed without any discussion,Pali announced that all development agendas passed at the last meeting would be considered canceled and taken up for discussion again.

The MC’s attempts to get the agenda items included at the August meeting do not seem to be bearing fruit. Due to the code of conduct for the SGPC elections,no new development agenda can be passed. The code would be in place till September 22.

The civic body had sought the SEC’s permission to include the agenda items at the House Meeting. But with the consent not having been received till today and the meeting on Monday,the chances seem bleak. Councillor A P Sanwaria said,“It was not correct on the part of the Mayor to cancel the development agenda items that had already been passed. This will delay execution of work. With the conduct code in place,these agenda items cannot be passed for another month. This will put work behind schedule by three months. The Mayor is to blame. He did this just to oppose the BJP.”

The canceled agenda items include paver blocks,carpeting of roads and installing of multiplay equipment. The work was to be started in Sectors 15,10,49,51,19,43 and 21,as well as some colonies.

The August House Meet will only include answers of questions from councillors. Councillor Sarita Devi said,“The Mayor functions at his own whims and does not listen to anyone. No development has taken place in the past year. Work has not been started on many of the agenda items approved.”

While a senior MC official said that the SEC is yet to reply to the civic body request,the Mayor said that the state poll panel has not accepted their request.

“During the House Meet,questions from councillors will come up for discussion. The Election Commission has not allowed inclusion of the agenda items at the meeting. The agenda items had been deferred as councillors had stated that these were passed without discussion,” he said.
