Review move to halt property registrations within lal dora, morcha requests CM Mann
Dhaliwal criticised the Mohali DC for imposing restrictions on constructing buildings beyond three floors in villages.

The “Aam Aadmi Ghar Bachao Morcha” Wednesday sent a petition to Chief Minister Bhagwant Singh Mann, requesting him to review the decision to halt property registrations within the “lal dora” (red line) in Punjab’s villages and cities.
Leaders of the morcha, Advocate Darshan Singh Dhaliwal and Harminder Singh Mavi, along with their team, submitted the petition to the Mohali Deputy Commissioner, who will forward it to the CM.
Dhaliwal stated that over two crore people across Punjab and six lakh people in Mohali district are facing this problem. He pointed out that even after 70 years of Independence, many villagers still do not have legal ownership of their homes due to blocked property registrations.
Mavi warned, “If the government does not resolve this issue within a week, villagers will prevent political parties that fail to support them from entering their villages, and a mass movement will be launched.”
Morcha and CPI leader Avtar Singh claimed that sub-registrars in Mohali and other districts are refusing to register properties within the “lal dora”, causing serious hardship to the people. He argued that registrations were processed earlier but have now been arbitrarily halted, violating people’s constitutional and legal rights.
Dhaliwal criticised the Mohali DC for imposing restrictions on constructing buildings beyond three floors in villages. “Why are large builders allowed to construct 25-storey buildings in nearby areas while village residents face such restrictions?”
Morcha leader Avtar Singh Dappar cited a 2024 government letter, which states that no “no objection certificate (NOC)” is required for property registration within the “lal dora”. However, he alleged that officials are still blocking registrations, leading to widespread public outrage.
The morcha has urged the CM to immediately repeal the Punjab New Capital Periphery Control Act, 1952. They have also demanded that the “lal dora” boundary in villages be extended to 300 metres to accommodate the growing population.
BKU leader Parmdeep Singh Baidwan warned that if the Punjab government does not take swift action, “the people’s movement may escalate into a large-scale protest”.
