Terming the petition demanding action against a BJP Minister as a ploy to prevent action against the divisional forest officer R R Kakkar,the state government on Friday submitted an affidavit in Punjab and Haryana High Court stating that Kakkar is facing three departmental inquiries and does not enjoy a clean service record.
The court is hearing a petition filed by one Harbhajan Singh of Anandpur Sahib who had moved court seeking CBI probe into a complaint made by Kakkar against Tikshan Sood,the then Minister of forests and Conservation. Kakkar in his representation had levelled charges of corruption against Sood.
In an affidavit filed by Principal Secretary D S Bains,the Punjab government submitted that Kakkar is facing three departmental inquiries.
The state government has submitted that Kakkar has also been chargesheeted for major penalty under the provisions of the Punjab Civil Services (Punishment and Appeal) Rules,1970. Kakkar was also facing vigilance inquiries for alleged misuse of his official position,financial irregularities and fraud.
In a case of illegal killing of a sambhar deer in Hoshiarpur district,Kakkar was indicted in the inquiry report of Satish Chandra,a civil servant. Kakkar had misused his authority against public interest; and time and again has been found wanting in performance of his official duty,the affidavit reads.
