Accused had demanded commission from a contractor to clear his bills
The Anti-Corruption Branch of the Central Bureau of Investigation (CBI) on Wednesday arrested five officials of the Principal Controller of Defence Accounts (PCDA),Sector 9,for accepting commission from a contractor.
The contractor had complained that some PCDA officials had demanded one per cent commission to clear his pending bills of Rs 85 lakh. The bills were of the sports material the contractor had supplied to units under the Western Command,Chandi Mandir.
According to the procedure,after supplying the material,a contractor submits the bill to the respective unit. The unit then attaches its documents with it and forwards the file to the PCDA,which audits the file and issues the cheque.
Acting on the complaint filed by Ankur Garg of Guru Enterprises,a Ghaziabad-based firm,the CBI caught two officials while accepting Rs 45,000 from the complainant. Senior auditors Devki Nandan and Deen Dyal Mittal were arrested from Kendriya Sadan,Sector 9.
They were accepting Rs 45,000 from the complainant. According to their conversation on the phone,the money was to be divided among the five officials, a CBI officer said.
Following their arrest,the CBI nabbed three assistant account officers,D S Dhanoa,Venugopal and Raj Kumar.
Dhanoa and Venugopal were caught from the washrooms of the building,where they had hidden themselves following the raid, the CBI officer said.
Subsequently,based on the telephonic conversations of the accused,the CBI arrested senior audit officer Raj Kumar.
The CBI said some senior officers of PCDA could be involved in the case.
It seems a nexus. Some senior officers could be involved. We did not have enough time to interrogate the accused,as they were arrested around 11.30 pm on Wednesday, DIG (CBI) Mahesh Aggarwal said.
The CBI said they had seized incriminating documents from the PCDA office. A case under Section 7 of the Prevention of Corruption Act and Section 120-B of the IPC has been registered.
The five accused were produced in a CBI court on Thursday from there they were sent to two-day police custody.
