Bill to regulate placement agencies in limbo

Proposed bill is yet to be tabled before the Delhi Cabinet for approval.

More than a year after a draft Bill was prepared to regulate placement agencies and protect domestic helps in the capital from abuse,the proposed bill is yet to be tabled before the Delhi Cabinet for approval,a status report filed before the High Court on Wednesday showed.

The issue was brought to the fore after the court was informed last month about the alleged ill-treatment and assault of a minor help working in Vasant Kunj.

The report was submitted before the court of Chief Justice N V Ramana and Justice Manmohan in a PIL filed by NGO Bachpan Bachao Andolan in 2009. Last year,the government had assured the court that the proposed Bill would be finalised “within 2-3 months”.

But,during the hearing on Wednesday,advocate Prabhsahay Kaur said domestic helps were being exploited every day and nothing was being done to protect them.

The report,filed through the assistant labour commissioner,said 1,754 placement agencies had been registered with the Labour department since 2009,under the provisions of the Delhi Shops and Establishments Act,1954.

The report said Delhi Private Placement Agencies (Regulation) Bill has been drafted after incorporating suggestions of various stakeholders. However,despite multiple meetings in the past year,the draft Bill is yet to be tabled before the Cabinet as suggestions from various stakeholders,including the department of Women and Child Development and the L-G office are still being being incorporated.

The draft Bill will now be placed before the Cabinet after Assembly elections,the report said.
