Former IPS officer and Aam Aadmi Party Amritsar North MLA Kunwar Vijay Partap not only vented his anger from the stage of the election rally he organized to seek votes for the party’s Amritsar candidate, Kuldeep Singh Dhaliwal, but also made explosive revelations about how he was humiliated by the AAP government.

In his 46-minute-long speech, Kunwar Vijay Partap kept his composure but left nothing unsaid. Dhaliwal, being his guest, had to listen to everything while sitting on the stage.

A 1998-batch IPS officer who was once the Inspector-General of Punjab Police, Kunwar Vijay Partap, the Amritsar North MLA, was among the leading  high-profile and popular faces of the Aam Aadmi Party (AAP) before its stunning victory in the 2022 Assembly elections.

“I got my first posting in Amritsar. I never engaged in formalities. The people of Amritsar are my family. I didn’t quit my job to do politics. But there were attempts to acquit the accused of the 2015 sacrilege cases. I was invited to join AAP. I declined, but Kejriwal emotionally pressed me and I joined. As soon as the government was formed, Raghav Chaddha told me that he had made me an MLA. I asked, ‘If you made me an MLA, then what have the people of Amritsar done?’” said Kunwar Vijay Partap.

Unsatisfied with the then Captain Amarinder Singh-led Congress government’s stance in court over the 2015 sacrilege cases, the I-G had opted for premature retirement from service. This came soon after the Punjab and Haryana High Court, on April 9, 2021, quashed the probe report filed by the Special Investigation Team (SIT) he had led into the Kotkapura firing case. Partap’s resignation sparked events that led to the ouster of Captain Amarinder Singh as the chief minister a few months later.

It is an open secret that he has been isolated by the AAP government.

“Despite what Arvind Kejriwal, Raghav Chadha, and Bhagwant Mann did to us, our votes will go to you,” he told Dhaliwal.

“Before the 2022 assembly elections, leaders from across the state would come to me in hope of a party ticket. Kejriwal used to address me as a brave police officer. I would receive and escort Kejriwal wherever he needed to go in the state during the campaign. When I went to receive Kejriwal from the airport after the results of the assembly elections were announced, I was told to return. I was told that I would no longer receive him at the airport. I was even stopped from going to the Golden Temple and Durgiana Temple with Kejriwal as he came for the first time to Amritsar after the victory,” he said.

He said, “Delhi team members, who are on salary, make all Punjab leaders dance. They appointed block in-charges and circle in-charges in my constituency. Such office bearers were from outside.”

On Punjab CM, he said, “I have no personal enmity with Punjab CM. I regret that justice in the Guru Granth Sahib sacrilege and Kotakpura and Behbal Kalan police firing cases was promised to be delivered within 24 hours. But Punjab CM didn’t even once talk about it to me. I repeatedly went to the CM to raise this issue. In fact, he called a meeting of lawyers and officials, and I was convinced that now justice will be delivered. But after that, the accused filed an application against me. I called the government lawyer and reminded him about the meeting with the CM. He said he had got no direction from CM regarding the cases. I tried to reach CM Mann. Neither he nor his PA answered my calls.”

“I went to court on my own in the related matter and won the case. Punjab CM can be helpless, Raghav Chadha can be helpless, Kejriwal can be helpless, but I am not. I will fight until my last breath for justice. Yes, I felt pain when lawyers of the accused became the government lawyers in our party government. I campaigned in more than 70 meetings outside Amritsar across the state in the assembly elections. So when lawyers of the accused became government lawyers, it really hurt,” he said.

He said, “My phone was tapped. I called Raghav Chadha and asked if phones of drug smugglers, gangsters, terrorists, or corrupt men are tapped, which category do I fall into. He told me that he would talk to Punjab CM. I told him that you can decide who has a bigger stature, you or Punjab CM. But my phone tapping continues. I tried to talk with Kejriwal and Bhagwant Mann but l in vain. It was my department, and people there told me that they were tapping my phone.”

He also alleged that his WhatsApp was also blocked by the government on the day of Holi and requested Dhaliwal to ask CM to unblock his WhatsApp.

He said, “Kejriwal has been sent to jail by people around him. l I had warned Captain Amarinder Singh about such people. Had Kejriwal Sahib had kept me around, then no CBI, no ED would have touched him. The bad elements around him damaged Kejriwal.”

He also criticized decisions of people close to Kejriwal to not make him the PM candidate.

“When I started the campaign for Dhaliwal Sahib, there were rumors that some deal had been reached according to which I would become a minister. But there is no such deal. I will not take any ministerial position in Bhagwant Mann’s government for the next two and a half years. My supporters were asked to remove the tag of being my supporter to take positions in the party and government,” he said.

He also teased Dhaliwal by saying that he knew that no minister wanted to contest the election as being an MP is a step down, yet they have taken the challenge.

“It is being  said that I will be expelled from the party after the parliamentary elections. But you will get the maximum lead from my assembly constituency,” said Kunwar Vijay Partap.
