Tulsiram case: Shunted out of NRHM, IPS Vipul Aggarwal appointed as MD of GMSCL

This is the second posting of Aggarwal since his release from jail in Prajapati encounter case last year in October.

IPS officer Vipul Aggarwal, a key accused in Tulsiram Prajapati encounter case, has been appointed as Managing Director (MD), Gujarat Medical Services Corporation Limited (GMSCL), a state government undertaking. GMSCL is run by the Health and Family Welfare Department that works for procuring and distributing medicinal products.
Aggarwal is the only top officer of IPS rank in the board of directors dominated by IAS officers. GMSCL is headed by senior IAS officer Anil Mukim, a principal secretary, Medical Services and Medical Education, Health & Family Welfare Department.

This is the second posting of Aggarwal since his release from jail in Prajapati encounter case last year in October. He was reinstated into the service in November and in January this year he was appointed as Director of the National Rural Health Mission (NRHM). This post earlier was held by an IAS level officer. Sources said that Aggarwal made representation for a posting outside the police department, citing his qualification as an MBBS.

Aggarwal was shunted out of NRHM in the wake of rising cases of Swine flu in the case. While the impact of the flu was rising, Aggarwal opted for a police training that was required for his promotion. While he was away, the state government shunted him and placed his service at the disposal of General Administration Department (GAD).

Aggarwal was the superintendent of police of Banaskantha district when Prajapati was killed by a police team in 2006. Investigations revealed that he was killed since he was the eye-witness of Sohrabuddin Sheikh and his wife Kauser Bi’s abduction before the husband-wife were killed in another encounter. Aggarwal was arrested by CID (crime) in 2010 before CBI took over the case.

The CBI chargesheet claims that “immediately after the murder of Tulsiram Prajapati, Vipul Aggarwal, the then Banaskantha SP who was very close to Ambaji area, took a probationer DySP, Mayur Chavda, to the scene of crime near Sarhad Chapri in his own vehicle. The way Aggarwal was explaining the incident, it was clear that he had already been to the scene of crime.” It also alleges he entered into criminal conspiracy by destroying the evidence. In the meanwhile, a special CBI court on Tuesday rejected his application seeking discharge from trial of the case on the ground that no prior sanction from the government was sought by the prosecution before chargesheeting him.
