PU fines two student bodies’ presidents for defacement

For the first time,Panjab University took strict action against student organisations which violated rules under the Defacement Act. When several warnings and counselling sessions failed to make student organisations to pull their act together,authorities imposed a fine of Rs 1000 each on presidents of two student organisations for putting up their posters on campus walls.

Dean Students’ Welfare A S Ahluwalia on Thursday slapped a fine on the presidents of Students’ Organisation of Panjab University (SOPU) and Panjab University Students’ Union (PUSU). The decision was taken by the DSW while he was on a visit to the University Institute of Engineering and Technology (UIET) and noticed huge party posters on campus walls.

“These organisations were given several warnings by the authorities. They were even counselled in various meetings and sessions where they had agreed to abide by the rules. It was a shock to see such huge posters staring right on your face even from far off. After these acts of denial to follow rules despite all these efforts by the authorities,I had to order to impose a fine on both these organisations,” said Prof Ahluwalia.

The brightly coloured horizontal posters on the concrete walls were those used by these organisations on vehicles’ rear windows.

Admitting having been fined under defacement,the SOPU party president Vicky Middukhera said,“We were informed about the fine but yet had to receive an official letter. There is no denying the fact that the posters were put up at places other than the designated ones and were huge in size.”

Recently,during a meeting of all the student organisation members,PU authorities and UT Administration officials,apart from being counselled for following rules and not to indulge in violence,they were also warned to be prepared to face police action for defacement.

Seeing the rampant menace of posters coming up in the city,the Additional Deputy Commissioner (ADC) M L Sharma announced police action with an FIR against defaulters under the Defacement Act.
