Not satisfied with the Haryana government affidavit in a public interest litigation over external development charges (EDC) collected from Gurgaon residents,the Punjab and Haryana High Court on Monday asked the state to file a more comprehensive affidavit.
A division bench headed by Justice Jasbir Singh directed the Haryana government to set a deadline within which it intends to spend over Rs 5,000 crore collected as EDC.
The bench asked the Haryana Urban Development Authority (HUDA) to submit details of the amount collected from residents on account of EDC,the interest on the amount and audit details of the money collected.
The bench was hearing a PIL filed by Society for Urban Regeneration of Gurgaon. The petitioner contended that HUDA collected Rs 5,000 crore from Gurgaon societies as EDC but never spent the money for the intended purpose.
M L Sarin,counsel for the petitioner,maintained that HUDA had not spent money on the development of these societies. The bench directed HUDA to furnish details of money collected till date from societies in Gurgaon and details of the expenditure.
