A 61-year-old doctor and his wife were arrested in the Capital for allegedly getting a certificate of the Delhi Medical Council forged to allow the woman to work as a medical practitioner, the police said.

The accused couple has been identified as Dr Harbhajan Singh Munjal and his wife Darshan Kaur (53). The cops have arrested the two under charges of cheating and forgery after a complaint was filed by Dr Girish Tyagi, secretary of the Delhi Medical Council.

Tyagi claimed Munjal, the administrator of Dr Munjal’s Clinic and Maternity Centre in Shastri Nagar, had sent a letter seeking the verification of registration for the doctors employed at the clinic. The Council found one fake registration certificate in the name of Kaur among the applications.

During investigations,Munjal told the police that one Dr Darshan Singh had approached him for employment; she had produced a copy of the certificate of registration. “Munjal told the police that as a matter of precaution,he sent a copy of her certificate to the Delhi Medical Council along with that of the eight other doctors working at his clinic to check their authenticity. Munjal further said that the woman never came back.

The investigating team then conducted inquiries at local chemist shops and among the employees of Munjal’s clinic, but none of them confirmed the existence of a doctor named Darshan Singh,Sagar Preet Hooda,Deputy Commissioner of Police (North) said.

The police added that Munjal could not be questioned properly about this. “Munjal goes for dialysis twice a week and could not be interrogated properly,” Hooda said.

The police then found that the doctor Munjal mentioned was a close relative of his. He was then interrogated again, when he revealed his wife’s name as G K Munjal (Guddi Kaur Munjal). It later turned out that her actual name was D K Munjal (Darshan Kaur Munjal).

Both of them were then arrested.

“Munjal told the police the fake registration certificate was prepared by one Gupta who used to visit his clinic. Gupta had assured him that the certificate was genuine and could pass a verification process at any stage,” Hooda added.

“Munjal needed the certificate urgently to set up a clinic for children. He thus sent the certificate to DMC for verification. Since no records existed at DMC,the fraud was detected,” he said.

It also came to light that Munjal’s wife was known as Dr D K Munjal in the area and used to work at the clinic and maternity centre.

Munjal was running the clinic for the last 25 years. Kaur is a graduate of Gargi College and assisted her husband in work at the clinic.
