Assembly Elections 2023 Highlights: More than 16 crore voters in Rajasthan, Madhya Pradesh, Chhattisgarh, Telangana and Mizoram will elect new governments between November 7 and November 30

Assembly Elections in India 2023 Schedule Highlights: Speaking at a public meeting in Madhya Pradesh’s Shadol district, Congress leader Rahul Gandhi today termed caste census an “X-ray” of the country that will throw light on the condition of OBCs, Dalits and tribals, and said his party would force the Centre to conduct this exercise “come what may”. Accusing the PM of not speaking on the issue, he said “We challenged PM Narendra Modi to release the data of the caste census done by Congress…But instead of talking about it, he talks about Pakistan, Afghanistan and South…Speak on caste census.”

On Monday, the Election Commission of India (ECI) announced the schedule for Legislative Assembly Elections in five states in the coming weeks: Chhattisgarh, Madhya Pradesh, Mizoram, Rajasthan and Telangana. The elections will begin on November 7 on Chhattisgarh and Mizoram. Chhattisgarh will go to the polls in two phases– first on November 7 and then on November 17. Polling in Madhya Pradesh will take place on November 17. Rajasthan and Telangana will go to polls on November 23 and 30 respectively. Counting for all states will take place on December 3.

Meanwhile, the BJP released a list of candidates for the upcoming assembly elections in the states of Madhya Pradesh, Chhattisgarh and Rajasthan. The party released 57 names in Madhya Pradesh. While, CM Shivraj Singh Chouhan will be contesting from Budhni, State’s Home Minister Narottam Mishra will contest from Datia. In Chhattisgarh, 64 candidates were announced in the party’s second list. While former Chhattisgarh CM Raman Singh will be contesting from Rajnandgaon, MP Renuka Singh will contest from Bharatpur-Sonha, and Gomati Sai will contest from Pathalgaon. Lastly, in Rajasthan BJP released its first list of 41 candidates. Diya Kumari would be contesting from Vidhyadhar Nagar, Santosh Meghwal from Sujangarh, Shravan Choudhary from Fatehpur and Rajyavadhan Singh Rathore from Jothwara.

The Bahujan Samaj Party (BSP) has tied up with the Gondwana Gantantra Party (GGP) to fight the November Assembly polls in Madhya Pradesh and Chhattisgarh, whose politics have traditionally been dominated by the Bharatiya Janata Party (BJP) and the Congress.

This is said to indicate the BSP’s move to undertake a “new social engineering” by trying to bring about an “alignment of Dalit and tribal voters” in the run-up to the 2024 Lok Sabha elections and 2027 Uttar Pradesh Assembly polls.

The BSP hopes that if its “alliance experiment” with the GGP works in the MP and Chhattisgarh polls, it may benefit the party electorally in the tribal-inhabited districts of UP too. (Read More)

Changes seen as passing of the baton in Rajasthan BJP, snubbed MLA says ‘shocked’, ‘weighing options’

“IT IS shocking and I am surprised. I feel it is a way to defame and hurt the legacy of Bhairon Singh Shekhawatji,” says Narpat Singh Rajvi, the son-in-law of the former Vice-President of India and incumbent BJP MLA, whose name did not figure in the party’s first list announced on Monday, including the seat he has won the past three times.

Of the 41 seats for which nominations were declared, Rajvi’s Vidhyadhar Nagar was the only one that had a sitting BJP MLA. Still, he was dropped, with the BJP giving the ticket from the constituency to Diya Kumari, a sitting MP and a member of the Jaipur royal family.

Besides family links to Shekhawat, one of the founders of the BJP who was Rajasthan chief minister thrice, five-time MLA Rajvi is considered close to Vasundhara Raje. (Read More)

In four poll-bound states, Assembly sittings down, Rajasthan bucks trend somewhat

An analysis of the Assemblies of four of the five states that will go to polls in November — Chhattisgarh, Madhya Pradesh, Rajasthan, and Telangana — shows they have had fewer sittings compared to previous ones.

The voters will elect their 16th Assemblies in Madhya Pradesh and Rajasthan, ninth in Mizoram, sixth in Chhattisgarh, and third in Telangana. The terms of the current Assemblies are set to expire on December 17, 2023, in Mizoram; on January 3, 2024, in Chhattisgarh; on January 6, 2024; in Madhya Pradesh; on January 14, 2024, in Rajasthan; and on January 16, 2024 in Telangana.

Madhya Pradesh

The data shows that Madhya Pradesh’s current Assembly, which is its 15th, has held only 79 sittings — the second-lowest since 1956-’57, when the state’s first Assembly was elected. The state’s first Assembly had a very short lifespan, having met for only 16 days. The 11th Assembly (1998-2003) saw the highest number of sittings at 288. Supreme Court to hear pleas challenging electoral bond scheme on October 31

The Supreme Court on Tuesday fixed October 31 for final hearing on pleas challenging the validity of the electoral bond scheme for political funding of parties.

A bench comprising Chief Justice D Y Chandrachud and justices J B Pardiwala and Manoj Misra took note of the submissions of lawyer Prashant Bhushan that the matter needed adjudication before the electoral bond scheme opens for the 2024 general elections.

The anonymous funding through electoral bonds raises corruption and violates the citizens' right to have a corruption-free nation, Bhushan, appearing for NGO Association for Democratic Reforms (ADR), said.

“This promotes corruption as the source of funding is anonymous, it is violative of Article 21 and the 'non-decision' in the case compounding the problem,” he submitted. “We are here and hearing this now,” the bench said. After hearing some preliminary submissions on the electoral bond scheme, the bench kept as many as four petitions for final hearing on October 31 and said it may continue hearing them on November 1 if the proceedings spill over. Rajasthan polls: BJP candidate promises to develop Tijara on lines of Gurugram

Alwar MP Baba Balak Nath, who will be contesting the Rajasthan assembly elections as a BJP candidate from Tijara seat, on Tuesday said his priority is to transform the constituency on the lines of Gurugram.

“My priority will be on developing Tijara on the lines of Gurgaon. It is an industrial region but due to the policies of the Congress government, it lacked development,” he said.

He said connectivity to Tijara, which falls in Alwar district, was enhanced under a project pushed by him.

The BJP candidate also lashed out at the Congress government, accusing it of only working to loot the state.

“Law and order in the region is alarming due to the appeasement policy of the Congress government. People are troubled as criminals roam scot-free. Incidents like bank loot, murders, crime against women are too common. Crime against Dalits also took place during the Congress rule. All these will be among the poll issues in the constituency,” he said. (PTI)

Oppn demand for caste census won't impact BJP prospects in Lok Sabha, state polls: Jharkhand BJP chief Babulal Marandi

Jharkhand BJP chief Babulal Marandi today said the opposition's demand for a countrywide caste census will not have any impact on BJP’s prospect in Lok Sabha and state assembly elections. "The demand for caste census was solely made to benefit the families of some political parties," he alleged.

He asserted that the saffron party would perform better in Jharkhand in both Lok Sabha and assembly polls than in 2019 and that the party would provide a corruption-free government, improve the law and order situation, implement the National Register of Citizens (NRC) and ensure all-round development if voted to power in the state.

He alleged that the Soren government has failed to curb incidents of rape and murder, "which occur on a daily basis".

“If voted to power, we will implement NRC first in Santhal Pargana, where demography is changing fast. We will find out from where these infiltrators come from, identify those creating law and order problems and who patronise them,” he said.

Rajasthan allows 80-plus voters to cast their ballot from home

In a first-of-its-kind move, people above 80 years of age and persons with more than 40 per cent disability will be able to vote from their home, the Election Commission said on Monday. More than 18.05 lakh voters will be able to get this facility as an option in the assembly poll due later this year.

The Model Code of Conduct has come into force in Rajasthan, as has a ban on transfers of officers and employees.

"With the announcement of the election schedule by the Election Commission, the Model Code of Conduct has also come into force in the state with immediate effect," Chief Electoral Officer Praveen Gupta said Monday. (PTI)

BJP replicates MP strategy in Rajasthan as 7 MPs get tickets; two Raje loyalists lose out

Hours after the Election Commission (EC) on Monday announced that Rajasthan will go to polls on November 23, the BJP released its first list of 41 candidates, fielding seven sitting MPs and denying tickets to some of its old-timers. At present, the party only holds one of the 41 seats — Vidhyadhar Nagar — but there too it replaced its incumbent legislator.

The party’s move to field seven of its 24 MPs from the state is similar to its strategy in neighbouring Madhya Pradesh, where incumbent MPs have been asked to contest the Assembly elections. With Telangana set for the Assembly polls on November 30, the ruling Bharat Rashtra Samithi (BRS), led by K Chandrashekar Rao, is going all out in its bid to return to power for the third consecutive time since 2014, when the state was carved out of Andhra Pradesh. Three more MPs in Chhattisgarh BJP second list, riot victim’s father gets poll ticket

The BJP released a second list of 64 candidates for the Chhattisgarh Assembly polls on Monday, hours after the Election Commission (EC) announced that the elections will be held in two phases on November 7 and 17. With this, the party has named candidates for 85 of the 90 Assembly constituencies in the state.

The BJP named three more sitting MPs on its list, fielding its state president and Bilaspur MP Arun Sao from Lormi in Bilaspur district. Telangana CM KCR to launch BRS manifesto for assembly polls on October 15

Ruling BRS President and Chief Minister K Chandrasekhar Rao will release the manifesto of his party for the November 30 Telangana Assembly elections on October 15 and address a public meeting at Husnabad in Siddipet district on the same day, marking the launch of his poll campaign.

Rao will hold a meeting with the party's MLA candidates on October 15 at the party headquarters here and hand over the B-Forms (the form is proof that a particular candidate is put up by a political party in the election) to them, a BRS release said on Monday.

 

He will explain the rules to be followed in the election and give suggestions to the candidates, after which the BRS party manifesto will be released.

He will address an election rally at Husnabad at 4 PM in the evening. (PTI)

T'gana polls: Union Minister Kishan Reddy confident of BJP's victory

Union Minister and Telangana BJP president G Kishan Reddy today said that the people in people of the state want a change in government and expressed confidence that his party would win the November 30 Legislative Assembly polls.

The BRS would like to bank on money power and misuse of power in the elections which was seen in the by-polls to Dubbak, Huzurabad, Munugode Assembly segments and the Greater Hyderabad Municipal Corporation (GHMC) elections held during the last few years, he alleged.

Jaipur Rural MP Rajyavardhan Singh Rathore today said the BJP will have zero tolerance on corruption, terrorism and appeasement on forming the next government in Rajasthan.

Targeting the Congress government over a range of issues, including corruption and paper leaks he said that five years of the youths were wasted during the Congress rule.

“We will bring governance in Rajasthan in line with PM Modi's image. We will have zero tolerance on terrorism, appeasement and corruption,” he told reporters. “The Congress could not give an investment-friendly environment. Paper leaks happened 18 times. The chief minister was only busy in image building through advertisements,” he said.

MP elections: More than 64,000 polling stations set up; model code of conduct comes into force 🗳️

A total of 64,523 polling stations are set up in urban and rural areas of Madhya Pradesh for the assembly elections scheduled on November 17, a top official said on Monday. As of now, 17,000 of these stations are sensitive and will be manned by Central forces.

With the announcement of the poll schedule, the model code of conduct has kicked in in Madhya Pradesh and any work that can influence voters cannot be undertaken, Chief Electoral Officer (CEO) Anupam Rajan told reporters.

Voting for all 230 seats will be held on November 17 in a single phase. The counting of votes will be taken up on December 3. Rajan said out of 5.60 crore voters in Madhya Pradesh, 2.88 crore are men and 2.72 crore women. Of them, 22.36 lakh are first-time voters. (PTI)

AAP ready to contest Rajasthan, MP, Chhattisgarh polls; candidates to be announced soon: Kejriwal

Delhi CM and AAP convenor Arvind Kejriwal on Monday said that his party is ready to contest the upcoming assembly polls in Madhya Pradesh, Chhattisgarh and Rajasthan with full strength and the names of candidates will be declared soon.

Asked about the AAP's preparation for the polls, Kejriwal said, "We are prepared to contest the elections in Rajasthan, Madhya Pradesh and Chhattisgarh with full strength." On whether his party will contest the elections as part of the INDIA bloc, the AAP national convener said that "whatever happens will be apprised".

AAP national general secretary (organisation) Sandeep Pathak said the party is fully prepared. "People have given opportunities to all parties. Now people want to give an opportunity to the AAP," he said.

Chhattisgarh people have lost trust in Congress govt, BJP coming back to power: Raman Singh

BJP vice-president and former Chhattisgarh Chief Minister Raman Singh on Monday said people have lost trust in the Bhupesh Baghel-led Congress government and exuded confidence about his party coming back to power in the state in the next month's assembly polls.

"Earlier, the Congress gave the slogan of 'Bhupesh Hai to Bharosa Hai', which has now been changed to 'Bharose Ki Sarkar'. In the last five years, the Congress government has only encouraged corruption and crime and done nothing for development of the state," alleged the BJP leader.

The people of the state are very angry with the Baghel government and eagerly waiting for the elections to vote out the Congress, Singh said. They will surely bring about a change in the state and the BJP will be elected to power with an absolute majority, he maintained. (PTI)

? Madhya Pradesh Chief Minister Shivraj Singh Chouhan on Monday described the next month's assembly elections in the state as a battle of ideologies and appealed to people to vote in large numbers with enthusiasm.

? “Elections are the biggest festival of democracy. I appeal to the people to take part with full enthusiasm and vote in large numbers as elections not only form a government but also decide the future of the people and the state,” Chouhan told reporters in Sidhi after the poll schedule was declared by the Election Commission of India for five states. 

? “It is a battle of ideologies. Everybody should put forward his or her views decently, including from the government and the opposition, to ensure that elections are held peacefully," he added.

? Meanwhile, Jyotiraditya Scindia said voting is the biggest right and voters are like God.

? "The blessings of the voters will be with BJP due to PM Narendra Modi's leadership and the BJP's policy of development, its record of good governance and ensuring the welfare of the poor," Scindia told reporters in Gwalior. (PTI)

Freebies: CEC Kumar says populist announcements have 'tadka' of populism

? Chief Election Commissioner Rajiv Kumar on Monday said the freebies announced by political parties and state governments have a 'tadka' of populism and it is difficult for those who win polls to either implement these sops or stop this practice.

? Responding to a question on freebies announced by various parties and government ahead of elections, he said while it is the domain of the state governments, they do not remember such sops for five years but announce them just a month or a fortnight before the poll schedule is announced.

? The proforma states that while parties are free to tell what they will do, the voters have a right to know how it will be implement and how much and when it will be done, he pointed out.

? Parties and state were asked about the debt to GDP ratio, interest payment to total revenue and whether they will breach the Fiscal Responsibility and Budget Management (FRBM) targets

? 'These announcements have a 'tadka' of populism. It is difficult to either implement or stop such (sops). Therefore, people have a right to know how these freebies will be implemented,' he said. (PTI)

Polling in 5 crucial states from November 7-30, results on December 3: EC

Elections will be held in the five crucial states of Chhattisgarh, Madhya Pradesh, Rajasthan, Telangana and Mizoram between November 7 and 30, and the results will be declared on December 3, the Election Commission said Monday. This will be the last set of Assembly elections ahead of the Lok Sabha polls next year.

Mizoram and Chhattisgarh will be the first to go to polls on November 7, with voting for all 40 Assembly seats in the north-eastern state to be held on the day, along with the first phase of polling for 20 seats in the latter. Polling for the remaining 70 seats in Chhattisgarh will be held on November 17, alongside all 230 seats in Madhya Pradesh.

While all 200 seats in Rajasthan will see voting on November 23, the 119-member Telangana Assembly will be the last to go to polls on November 30. Counting of votes for all five states will take place on December 3, Chief Election Commissioner (CEC) Rajiv Kumar said. (Read More)

'Will not stop at caste census. There will be an economic survey after that', says Rahul Gandhi

Speaking at a press conference after CWC, Congress leader Rahul Gandhi said about the caste census, "This is not about caste or religion, it is about poverty. The caste census is for the poor. Today, we have two Indias. One of Adani and the rest for others. The caste census will clarify how much population each community has. How much control does each community have over the assets of the country. We will not stop at the caste census. There will be an economic survey after that, and it will show who has the assets in this country."

"If we want a new development paradigm where everyone will get justice then the caste census has to be done," he said further.

Attacking the PM on caste census issue, Congress leader Rahul Gandhi today said, "The PM is incapable of doing the caste census. We have 4 CM's and 3 of them belong to the OBC community. and BJP has 10 CMs and only one person belongs to the OBC category. The PM doesn't work for the OBCs but to distract them from main issues," he said. 

"For the PM it is unacceptable that in India the people who have 50% population, don't have any right to run the government. He doesn't work for the OBC community at all," he said.

Congress leader Rahul Gandhi today said that the Congress Working Committee unanimously supports the idea of having a caste census in the country. 'There is a very big decision taken today by the CWC today. Unanimously the CWC has taken the decision to support the idea of a caste census in the country, and it is a progressive and powerful step for the emncipation of poor people in the country,' he said.

'Our CMs are also here and they also believe it is important. States are also considering this and actioning this step,' said Rahul. 

'We will force the BJP to carry out the caste census or get out of the way for us to carry out the census. Most parties in the INDIA alliance are unanimous to have a caste census. But if somebody has a slightly different opinion then it's no problem. A vast majority of the INDIA alliance is going to push the idea of a caste census,' he said.

Telangana Election Dates 2023: Will announce candidates soon, says AIMIM chief Asaduddin Owaisi

AIMIM chief and Lok Sabha MP Asaduddin Owaisi said that the party will be announcing its candidates for the Telangana Assembly elections soon.

Voting for the elections will take place on November 30 and counting on December 3. 

Owaisi also said that AIMIM was "fully prepared" for the upcoming elections. "We have already announced three candidates in Rajasthan and will be announcing our candidates in Telangana soon. Our party is fully prepared for these elections. I am confident that people will support us for our work, accessibility and availability, particularly in Telangana," he said.
