US Government Shutdown 2025 Live Updates: The US Senate has passed the funding bill to end the longest-running government shutdown, which entered its 41st day on Monday, as at least eight Democrats backed the agreement proposed by President Donald Trump and the Republicans. As the spending bill passes, the logjam in Senate comes to an end, and the bill will now proceed to the House of Representatives for approval before being sent to President Trump for his signature.

Contours of a deal: The agreement proposed by the Republicans would fund a few parts of the federal government, including food aid, veterans programs and the legislative branch, among others and extend the federal funding until January 30. A vote on subsidies in healthcare, as demanded by Republicans, would also take place by December, people aware of the matter told AP. The deal is also poised to reinstate the laidoff federal workers and those who received notices, and reimburses states that spent their own funds to keep federal programs running during the shutdown.

Democratic pushback expected: Though Republicans control the US Senate with a 53-47 margin, they required at least seven more votes to 60 to reopen the government and eight Democrats agreed to endorse the GOP-backed bill. However, Senate Minority Leader Chuck Schumer has said that he will not back the bill. Under a deal struck with a group of Democrats, Republicans agreed to a vote in December on extending subsidies under the Affordable Care Act.

US Government Shutdown Live Updates: Shutdown to leave mark on US economy from lost paychecks, canceled flights

The longest federal government shutdown in US history appears to be nearing an end, but not without leaving a mark on an already-struggling economy.

About 1.25 million federal workers haven't been paid since October 1. Thousands of flights have been canceled, a trend that is expected to continue this week even as Congress moves toward reopening the government. Government contract awards have slowed and some food aid recipients have seen their benefits interrupted.

Most of the lost economic activity will be recovered when the government reopens, as federal workers will receive back pay. But some canceled flights won't be retaken, missed restaurant meals won't be made up, and some postponed purchases will end up not happening at all.

US Government Shutdown Live Updates: How the stalemate in Senate ended

After weeks of negotiations, a group of three former governors New Hampshire Sen. Jeanne Shaheen, New Hampshire Sen. Maggie Hassan and Independent Sen. Angus King of Maine agreed to vote to advance three bipartisan annual spending bills and extend the rest of government funding until late January. Republicans promised to hold a vote to extend the health care subsidies by mid-December, but there was no guarantee of success.

Shaheen said Monday that “this was the option on the table” after Republicans had refused to budge.

“We had reached a point where I think a number of us believed that the shutdown had been very effective in raising the concern about health care," she said, and the promise for a future vote “gives us an opportunity to continue to address that going forward."

US Government Shutdown Live Updates: Many Democrats call the vote in Senate a 'mistake'

Schumer, who received blowback from his party in March when he voted to keep the government open, said he could not “in good faith” support it after meeting with his caucus for more than two hours on Sunday. “We will not give up the fight,” Schumer said, adding that Democrats have now “sounded the alarm” on health care.

Connecticut Sen. Chris Murphy said “we could have won" and giving up will only embolden Trump. He said voters were on their side after overwhelming wins for Democrats in last week’s elections. “We were building momentum to help save our democracy,” Murphy said.

Independent Senator Bernie Sanders of Vermont said that striking a deal was “a horrific mistake.” - AP

US Government Shutdown Live Updates: Senate nears passage of bill to reopen government, House to vote next

Speaker Mike Johnson urged lawmakers to start returning to Washington “right now" given shutdown-related travel delays, but he said he would issue an official notice for the House's return once the Senate passes the legislation.

“We have to do this as quickly as possible," Johnson said at a news conference. He has kept the House out of session since mid-September, when the House passed a bill to continue government funding.

After weeks of negotiations, the moderate Senate Democrats agreed to reopen the government without a guaranteed extension of health care subsidies, angering many in their caucus who have demanded that Republicans negotiate with them on the Affordable Care Act tax credits that expire Jan. 1.

US Government Shutdown Live Updates: While Trump threatens controllers, US flight cancellations will drag on even after shutdown ends

Air travelers should expect worsening cancellations and delays this week even if the government shutdown ends, as the Federal Aviation Administration rolls out deeper cuts to flights at 40 major US airports, officials said Monday.

The fourth day of the flight restrictions saw airlines scrap over 2,200 flights Monday and more than 1,000 flights set for takeoff Tuesday. Unpaid for more than a month, some air traffic controllers have begun calling out of work, citing stress and the need to take on second jobs.

President Donald Trump took to social media on Monday to pressure controllers to “get back to work, NOW!!!” He called for a $10,000 bonus for those who've stayed on the job and suggested docking pay for those who haven't.
