India erred in allowing the two under-trial Italian marines to go home to vote (‘India may ask Italian envoy to leave’,IE,March 13). The affidavit assuring their return was in the name of the Italian ambassador,who enjoys diplomatic immunity. Such undertakings,whereby Indian courts are precluded from enforcing them against their signatories,should be viewed with great suspicion. Moreover,the Italian government had never changed its stated position that India had no jurisdiction on the killing of the fishermen. Against this background,the solemn undertaking by a diplomat based in Delhi was not worth the paper it was printed on. Finally,would the great Italian electoral democracy collapse if a couple of voters facing murder charges had not voted?

All marines on ships can go home only as per their roster or at the next port of call. In between,barring emergency,they have to be onboard during festivities,elections,etc. Has India taken similar action,like Italy,in cases of Indians languishing in foreign prisons — to get them out on parole for Diwali or for elections? The Italian government was confrontational from the beginning,and the UPA did not act in a fitting manner. But for the Kerala High Court and the Supreme Court,the marines would probably have been let off without being charged.

Coalition karma

The editorial ‘Not Modi,not Gandhi’ (IE,March 13) has rightly foregrounded the likely prominent role of regional parties in the formation of the next Union government. But this scenario is not good for the country. The new coalition government will be stuck in regional grooves. Every partner will try to use the government for its own partisan ends,instead of taking the bold initiatives required to rejuvenate the economy.

In reality,it could turn out to be a multi-dimensional battle between many regional satraps. However,I don’t think Andhra Pradesh or Karnataka will decide who will be prime minister,but these two states could decide the BJP and the Congress’s strategies.
