• It is indisputable that wide-ranging reforms are needed in order to ensure that India’s growth becomes truly inclusive in the decade ahead. It may be the case that high growth rates can be achieved without reform, but that could mean standing on the wrong side of history — where we are not bold and ambitious enough to become an advanced country that can provide basic standards of living to its own people.

• The picture looks near perfect for India. However, there’s a danger in feeling too cosy, too early. It’s certain that we will not achieve a miracle. Yet,what we can achieve — as argued by your columnists on the new year and the new decade — could be significant enough. Of course,it’s anybody’s guess what’s the choice between 9 per cent growth without reforms and 15-20 per cent growth with reforms. In the new decade,it’s hoped that India,in a clear break with its history, will finally take the giant leap. We should be done with risk aversion.

Explain why

• Compulsory FIR’s are not a feasible proposal. It will undoubtedly overburden our police machinery. Rather it would be wiser to ensure or make it compulsory for police officers to give reasons (in writing) for non-registration

of FIRs.

All the same

• This refers to ‘Speaker hikes LS staff pay,Pranab objects’. The finance ministry,it should be conceded readily,is the trustee of public money and all those who are charged with the responsibility of administering the public funds have an equal duty to ensure that public funds are spent in accordance with established norms and financial principles, particularly on the matter of the employees. Lok Sabha employees should not get preferential treatment — they are as much the employees of the Central government as others. It is unfortunate that the speaker’s authority or speaker’s right is sought over the matter of wages. Pranab Mukherjee could not have objected on filmsy grounds and his advice needs to be followed.

Resourceful

• Given that Metro services are currently witnessing extraordinary and unmanageable rush on their extended routes, one questions the DMRC’s extension of the Metro from Dwarka to Anand Vihar. Instead of additional routes, the DMRC should add new coaches first to ease traffic on existing routes. With the same running costs, revenues earned by the DMRC can increase appreciably. All that would be required would be a doubling of coaches from the current number of four. Further,it would be wise if the DMRC reserves one coach for ladies.
