A massive outbreak of communal rioting all over the lower Brahmaputra valley claimed at least 60 more lives and the figure was likely to rise considerably with the authorities still trying to get a measure of the situation. In a series of bloody attacks in the trouble-torn Nowgong district, tribal villagers attacked a cluster of over 2,000 immigrants and at least 30 dead had been accounted for by the end of the day. The attacks were scattered over wide areas and many bodies are believed to be lying around. The village of Nilli was burnt down, rendering 5,000 people homeless.

Two new formulae to solve the territorial issue were presented by opposition leaders, at the tripartite meeting among cabinet committee members, the Akalis and the opposition leaders. These will be discussed with the Haryana Chief Minister Bhajan Lal and the state opposition leaders. This will be followed by another round of talks with Akalis. The tripartite meeting concentrated solely on the territorial issue. The water dispute has still to be finalised. The Opposition thought the water issue would be less complicated if the territorial issue is solved.
