On the eve of Prime Minister Indira Gandhi’s visit to Assam, the central government issued the long-awaited guidelines and rules for the functioning of tribunals being set up in the state for the detection of foreigners under the Illegal Migrants (Determination by Tribunals) Act, 1983. With this, the process of detection of foreigners in the troubled state has been initiated.

The government is thinking about taking steps to avert the February 8 bandh declared by the Akalis for acceptance of their demands. The steps would prevent the present atmosphere from being vitiated. Punjab Governor B D Pande is said to be of the view that this is the right time to reach a settlement with the Akalis.

Describing Pakistan as the “free world’s fortress” in the region, Gen Zia said it was looking after the vital interests of Washington.
