Rural Development Minister Raghuvansh Prasad Singh invited Prime Minister Manmohan Singh to inaugurate an annual function of the district rural development agencies in November. He must have thought that the PM would oblige, given how he had graced the same function last year too. But the RJD minister was in for a surprise. The PMO regretted that Manmohan would not be able to do the honours. It8217;s believed that the PMO politely pointed out to the minister that the PM had already been a guest at two Rural Development Ministry functions since April this year and it would be nice to give him a break.
