Top Andhra cop ‘forges’ letter against IPS officer

CID files chargesheet for forgery,other cop under High Court scanner over assets complaint

A forged letter allegedly sent to the Union Ministry of Home Affairs by a senior IPS officer of Director General rank of Andhra Pradesh maligning another senior IPS officer who was tipped to be appointed as the state’s DGP has landed both the top cops in trouble. The Crime Investigation Department (CID) has filed a chargesheet against the former for forgery while a court on Thursday asked the state government to submit a list of the latter’s alleged land deals.

The CID is investigating senior IPS officer Umesh Kumar for allegedly writing a letter to the MHA complaining against his colleague V Dinesh Reddy a few days before the latter was to be appointed DGP on June 30 this year.

Kumar allegedly used a forged letterhead and signature of Rajya Sabha MP M A Khan,making allegations of corruption against Reddy. The MHA referred the letter back to Khan who denied writing it. The state government ordered an inquiry by the CID. As suspicion fell on Kumar who was DG of Anti-Corruption Bureau at that time and had been protesting against Reddy’s elevation as the state’s DGP,the state government shifted him as chairman of Godavari Valley Development Authority.

After probing the case for nearly three months,the CID filed a chargesheet on Wednesday against Kumar for criminal conspiracy,forgery,impersonation and destruction of evidence.

Sources said during investigation it was found that Kumar tried to scuttle Reddy’s chances of being appointed as DGP by sending a complaint of illegal properties acquired by Reddy to the MHA. To forge the letterhead and signature of the MP,Kumar allegedly used the services of a former journalist,who later turned approver in the case and the CID made him its witness.

Following this development,Kumar filed a petition in the High Court seeking a CBI inquiry into alleged illegal land transactions made by Reddy in his wife’s name. The High Court on Thursday ordered the state government to submit details of assets of the DGP and his wife Kamala Reddy. Kumar alleged there were more than 20 land deals and transactions made by Reddy in his wife’s name and that the properties were acquired with wealth amassed illegally.

However,Reddy claimed he acquired nine properties in his wife’s name till 2006. Since 2006,there had been no other transactions,DGP Reddy said in a counter-affidavit filed in the court.

“Umesh Kumar has tried several times to malign me and sent many letters to the state government. He is deliberately locking horns with the government by questioning its decision to appoint me as DGP,’’ Reddy said.

Despite repeated attempts,Kumar was not available for comment.
