Maoists abduct Sukma collector,withhold MLAs release in Orissa because they can
The abduction of Alex Paul Menon,collector of Chhattisgarhs troubled Sukma district,signals an escalation in Maoist violence,and in its brazenness. In neighbouring Orissa,despite the Naveen Patnaik governments readiness to meet its extravagant demands,the Andhra Odisha Border Special Zonal Committee of Maoists has decided that the fate of Laxmipur MLA Jhina Hikaka,abducted nearly a month ago,will be announced only on April 25,after he has been tried in the praja court. The abduction in Chhattisgarh and the protracted hostage drama in Orissa indicate the firming up of a pattern: the resort by Maoists to headline-grabbing kidnappings,reinforced and encouraged by a weak-kneed state response to pressure.
While the pressure of freeing the individuals taken hostage is agonising,governments end up losing badly in the long run when they negotiate with extremist groups. It signals to insurgent forces that this is the easiest way to break the states will. Of all the bargaining chips,the choice of Hikaka is especially ironic. Hikaka,a tribal,had indeed been tested by the peoples court in a free election. As a legislator,he brought development to his constituency while supporting the administration,much like the young collector,Vineel Krishna,earlier abducted by the Maoists,and Menon in Chhattisgarh. People like Hikaka,Krishna and Menon who stand for a responsive,welfare-oriented state,undermine the Maoist narrative. Maybe thats why Hikakas trial is so crucial.
