The Prohibition of Unfair Practices in Technical,Medical Educational Institutions and Universities Bill that will empower the Centre to initiate criminal proceedings against such private institutes that charge capitation fee or cheat students through other unfair practices was given the go-ahead on Wednesday by a Group of Ministers.
The Bill,it is learnt,has been cleared with minor changes.
With the Bill aimed at cleaning up the education sector,the Centre will be able to impose stiff penalties and fines against errant institutes.
The educational institutions found culpable of as many as 25 malpractices identified by the HRD Ministry will be penalised with Rs 50 lakh and sentencing of up to 10 years in case of individuals.
The mushrooming of fake universities is also expected be checked through the provisions of this bill.
That apart,the legislation also promises to crack down on institutes that promise a host of facilities to students at the time of admission and through their prospectus but fail to provide the same. Such institutes would be held liable for cheating and misleading parents and their wards with false claims.
With three education reform bills having passed muster through GoMs,HRD Minister Kapil Sibal8217;s higher education reform agenda has got a big push. The bill to set up Education Tribunals to adjudicate over education related disputes,another to ensure mandatory accreditation of all educational institutes and now the third to check 8216;malpractices8217; in institutes- will all be taken to Parliament in the budget session.
