For ‘financial impropriety,’ Army moves to recall DG Assam Rifles

Lt Gen Roy,who belongs to the Jammu and Kashmir Rifles regiment,took over as Director General,Assam Rifles in December last year.

The allegations against him include a “minute sheet” that apparently suggests that a “hairdressing” bill of his wife was also reimbursed to the officer as official expense. Sources confirmed the recall move — the officer is deputed to the home ministry that controls the Assam Rifles. However,Lt Gen. Roy,when contacted by The Indian Express,said: “I am not aware of that (the move to recall him). I am not in the picture of that.”

Sources said the Army can initiate action only after he’s recalled back into the service from Assam Rifles. For,he currently reports to the home ministry which is yet to grant permission for his repatriation to the Army. It is learnt that the home ministry is also looking into the matter after it was raised by the Army.

Sources close to the officer said a background check was conducted during his appointment to head the Assam Rifles.

Roy is the first Lt Gen. rank officer to face such allegations after the 2009 Sukna land scandal that led to the court martial of two Lt Generals,including the then 33 Corps Commander Lt Gen PK Rath and former Military Secretary (now retired) Lt Gen Avadesh Prakash.
