First police FIR didn’t name Raja Bhaiyya,blamed pradhan’s family

While Kunda circle officer Zia-ul-Haque’s wife has blamed local MLA Raghuraj Pratap Singh alias Raja Bhaiyya and his men for his murder,the FIR lodged by the police on the night of the incident said the CO was killed by a mob led by family members of slain Balipur village pradhan Nanhe Lal Yadav.

Haque had gone to the spot following Nanhe Lal’s death on March 2. The FIR lodged by Manoj Shukla,station officer of Hathigawan,named Nanhe Lal’s three brothers,Phoolchand,Pawan and Sudhir,his 16-year-old son,two friends Sajjan and Ram Surat,and four others. Shukla has since been suspended for dereliction of duty.

None of the 10 persons named in this FIR are mentioned in the second FIR,which was filed the next day on the complaint of Haque’s wife,Parveen Azad. In her complaint,

Azad alleged that Kunda Nagar panchayat chairman Gulshan Yadav,Raja Bhaiyya’s aide Hari Om Srivastava and his driver Rohit Singh,and Guddu Singh had killed Haque at the instance of Raja Bhaiyya. She claimed that Raja Bhaiyya had been threatening her husband.

Nanhe Lal was shot dead on the evening of March 2,sparking a chain of events which led to the killing of his brother Suresh and DSP Haque later in the night. The sequence of events is still not clear.

In his complaint,Shukla said he and Haque had rushed to Balipur village at around 8:30 pm,after being informed about Nanhe Lal’s murder. He said the CO tried to pacify the pradhan’s family members and supporters,who were carrying firearms,sharp-edged weapons and sticks. Shukla said he could identify at least 10 persons in the mob.

According to Shukla,the mob attacked the CO and the police team. He said he saw them chasing Haque. When additional police forces arrived later,they found the bodies of the CO and Nanhe Lal’s brother Suresh.

The pradhan’s family owns three licensed weapons — a rifle in Nanhe Lal’s name,a double-barrel gun in Suresh’s name and a pistol in Phoolchand’s name. Phoolchand said the police had not seized any of the licenced firearms from his house so far.

Additional DG (Law and Order) Arun Kumar had told The Indian Express on Monday that Nanhe Lal’s son was seen firing indiscriminately from his terrace when the police team was attacked,adding that Suresh could have been hit by a bullet fired by the boy.

The CO’s service pistol,which was reportedly snatched by the assailants,has not been found so far.

In their FIRs,Nanhe Lal’s brothers Phoolchand and Pawan have alleged that the pradhan was killed by Kamta Prasad Pal,his son Ajay Kumar,Rajeev Singh and his brother Ajit. Rajeev and Ajit are brothers of Guddu Singh,who was reportedly Raja Bhaiyya’s driver and has been named in the FIR filed by Haque’s wife.
