CAG hauls up Orissa cops for not collecting Rs 9 crore IPL dues

The Comptroller and Auditor General (CAG) of India has hauled up Orissa Police over not collecting over Rs 9 crore from Orissa Cricket Association

The Comptroller and Auditor General (CAG) of India has hauled up Orissa Police over not collecting over Rs 9 crore from Orissa Cricket Association and several banks for police deployment. SPs provide police during events like football matches,athletic meets and theatrical performances. The cost is collected under Rule 1000 of the Orissa Police Manual. A draft audit of CAG found that cost of police deployment for IPL matches and banks is unpaid for over one to six years.

The CAG audit found a loss of Rs 9.59 crore.

The CAG found that 56 constables and 12 havildars were deployed during 2006-10 and 2011-12,and 56 constables and 12 havildars during 2010-11 for nationalised banks,including State Bank of India,UCO Bank and United Bank of India in 6 districts. In assessing cost,a uniform procedure was not adopted leading to an under-demand of Rs 48.99 lakh.

The IPL conducted 2 matches in March 2010 at Barabati Stadium. Following a request for security,the Bhubaneswar Commissioner of Police assessed the cost as Rs 59.92 lakh and asked the OCA secretary to deposit it.

As per the Manual,the cost was to be deposited in advance. Without depositing the cost in advance and attaching any condition on non-payment or delay in payment,police personnel were deployed.
