Subhash Chopra, a detractor of Delhi Chief Minister Sheila Dikshit, has emerged as a front-runner to head the Delhi Congress as the party high command scouts for new party chiefs in four states.

While the Delhi unit is headless following the election of Prem Singh as Assembly Speaker, the presidents of West Bengal, Chhattisgarh and J-K units are too busy to look after them.

Defence Minister Pranab Mukherjee is the president of West Bengal PCC. Mukherjee figures in most Cabinet sub-committees and is also a member of the Congress-Left coordination committee and the CWC. Being a senior leader, he is involved in most top-level parleys. As if this is not enough, Mukherjee is in charge of Punjab too. It is obvious that he would turn to Kolkata only if he would have any time left after attending to his ministerial responsibilities and inner-party squabbles in Punjab.

J-K Congress chief Ghulam Nabi Azad is a busy man too. To start with, he holds the Housing and Urban Development, and Parliamentary Affairs portfolios. Like Mukherjee, he is also a CWC member. Though he effectively led the party during J-K Assembly polls, the party is on the lookout for a full-time state chief.

Congress treasurer Moti Lal Vora is a man for all seasons and all situations, having been Madhya Pradesh CM, Uttar Pradesh Governor among other things. A CWC member, he is in charge of administration at the party headquarters. Besides, he oversees party affairs in Uttaranchal. However, he has another responsibility too 8212; he heads the party in Chhattisgarh.
