NEW DELHI, DECEMBER 2: Delhi Police has foiled a bid to establish an extortion base in the capital by arresting an alleged henchman of the Subhash Thakur gang active in Mumbai along with three associates.

The accused, Arput Raj alias "Appa", was evading arrest since the past five months after being released on parole in April, Deputy Commissioner of Police said here today.
