NEW DELHI, MARCH 9: Defending its stand of not supporting the dismissal of the Rabri Devi Government, the Congress today accused the BJP-led Government of using the deteriorating law and order situation in Bihar as a ruse to help the Samata party see its rivals out of the power.

Kapil Sibal, speaking on the motion of thanks on the President8217;s address in the Rajya Sabha, launched an intense attack on the BJP for its move on Bihar as well as its foreign policy. He said that imposing 8220;Article 356 in Bihar amounted to politicising gruesome killings in the name of Dalit interests8221;.

Sibal alleged that the Government was disseminating false information on Bihar8217;s law and order situation. He quoted from Government statistics to prove that Bihar was the one of the least crime-prone states. Sibal said that Samata party leaders had been criticising the Bihar Government and manipulating Rabri Devi8217;s dismissal for a long time.

He said the Congress stand against supporting the BJP on imposing President8217;s Rule inBihar was necessitated due to the 8220;political conspiracy behind it8221;. 8220;This time, Article 356 has been used by the Government to give credence to your political agenda,8221; he told the Samata party.

Criticising the party for indulging in 8220;directionless diplomacy on Indo-Pak relations8221;, Sibal said the Prime Minister should not have gone to Pakistan on the Lahore bus without a proper agenda. He said the entire Lahore episode had been hyped by the media and did not yield any results.

The Congress leader accused the Prime Minister of unwittingly supporting Pakistan8217;s claim on Kashmir by signing the Memorandum of Understanding during his Lahore trip. 8220;We have signed the understanding on non-interference in each other8217;s affairs, but that has not checked Pakistan from interfering in Kashmir; since Pakistan claims Kashmir as their territory and does not construe supporting terrorism there, as interference in India8217;s affairs.8221;

Sibal blamed the BJP Government for ignoring efforts at improving Sino-India talks.8220;Efforts should have been made for improving relations with China, whom they George Fernandes had called the number one enemy,8221; he said.

Sibal also condemned the Government for ignoring the security threat from the growing transfer of missile technology to Pakistan. 8220;The Prime Minister should have extracted an promise from Nawaz Sharif that Pakistan would not seek more cooperation in arms and missile transfer from China,8221; he stated.
