The FBI had initially ruled the powdery substance found in the mail as anthrax.

US Vice President Joe Biden’s younger brother has received a suspicious package in his mail from India, containing a powdery substance, which the Federal Bureau of Investigation (FBI) has initially ruled as anthrax.
