New legislation to counter fixing: Law Minister Sibal

The Union Law Minister Kapil Sibal has announced that a new legislation will be enacted soon to counter match-fixing and spot-fixing in sports.

The law minister announced that this standalone legislation will not apply to cricket alone. It would apply to all sports in which such unfair practices are used for the purposes of changing the outcome of the game or the result in a particular event, he said.

Meanwhile,sources have said that the minister was keen on bringing this new legislation during the monsoon session. It is still in a formative stage and as and when we complete it in the next few days,we shall give it over to the sports ministry, he said. The law must be such,and the definition of unfair practices must be such that it must within its ambit include all such possibilities through which the outcome not just of the match or of an event but through which the course of the game can be changed.

Sibal had sought the views of Attorney General Goolam E Vahanvatis view in this matter. The countrys top law officer opined that the,It would be appropriate if instead of making amendments to the Indian Penal Code,a fresh legislation is enacted to deal of problem as effectively as possible. The AG was of the opinion match-fixing,spot-fixing do not come within the purview of the term betting and gambling as defined in list 34 of the state list.
