Are the National Security Council Secretariat NSCS and the National Security Advisor NSA not kept in the loop on matters relating to security by other wings of the Government? It appears so from a letter the Cabinet Secretariat shot off to all secretaries a couple of weeks ago. The letter says that notes for the Cabinet, the Cabinet Committee on Security and the Cabinet Committee on Political Affairs 8220;which clearly contain any security related aspects8221; should be sent by the ministry/department concerned to the NSCS/NSA for their views before being sent8221; to the Cabinet Secretariat which is tasked with finally placing the proposal before the Cabinet and the two panels. A bit of digging tells us that the NSCS feels it is not fully informed about Cabinet matters in general, thus necessitating the missive.
